Documents provided by the owner of the vehicle that the converter can be recycled, linked to the VIN, Drivers License, Address, Photos taken of the buyer and seller at the time of exchange, uploaded to a data center, etc. AI could run against the data looking for suspect transactions. Audits of the scrap yard have to account for every single converter and the buyer and seller. In the US, they cause a ton of paperwork for semi truck drivers that is audited. This problem seems like it could go away with an set of frustrating laws imposed on businesses.

The cat buyers team specializes in melting down and extracting the metals, and then they know other people who will buy the ingots of precious metals. Regular scrap dealers won't touch cats anymore even from legitimate sources. Too much paperwork, and they don't want the authorities snooping around their yards.

Instead the police will just say let the car owners insurance deal with the loss and the thieves continue on.

When mine was taken, the police officer I spoke with actually when I questioned his dealing with me, he admitted these low life criminals are smarter than then.
I just put gave up and up to date I am still paying.
Focus on deterrence, other countries don’t face this criminal underclass which is fearless and has nothing to lose. The UK is already becoming a no-go zone and will drag good people down with them. I moved to Dubai and the peace of mind that comes from law and order is priceless.
If we catch them in the act, can't we just take the law into our own hands for 15 seconds?

It happen to me on 27th July 2022 at 21.47 evening, I report to the police with evidence on 7 minutes cctv camera recorded but unfortunately nothing done, it costed me £1040 to get a second one....!!!.

Bypass the cat converter. Put in a piece of pipe and short out the signal if any. Speak to your mechanic. Bit of pollution, but if gov cared, they would stop the thefts dead quick by allocating resources to it
happened exactly to my dad since the cars worth £50 but the converters worth like £400
I caught 2 thieves in the act of stealing my CAT. LUCKILY I found them early and they went off. But this is a real issue

this has been going on for decades,, simple fix... make scrap yards accountable and make it so they have to have full proof off ID and background checks from who they buy them. Sounds extreme but the other option is to Decat our cars which is actually better for performance in the first place.

Cars can run just fine without a converter, just run a straight pipe and put a piece of tape over your check engine light.
