Formula is great. But I want to understand about the seam margin. How do you calculate? Is this included in this measurements?
No, there is not included seam margin, we will keep 1/2" margin at sise seam, outseam and 3/8" seam margin at front and back rises and waist band area. I hope its clear.

When you measure your body waist, then ensure waist position should be correct, and you need to measure where you are wearing trouser. And also you have to take measurement slight tightly, do not give losseness when you measure waist.
