It’s a side quest given by Vingalmo of the Volkihar clan. There is even a quest that allows you to turn your spouse into one. Doesn’t work for spouses that are werewolves such as Aela or Farkas (if he isn’t cured). Edit: to answer your question properly this is not a mod and is included in the Dawnguard DLC.
So didn't work if i am vampire hunter but i am Vampire Lord aslo. I think i have the Vampire seduction anyway.

in Vanilla Skyrim its just permotted during some Volkihar sidequests (Spouses and some NPCs)
