That's an IC train. Announcements on ICE trains are not automated.

It is glaringly obviously an IC train as even the train number IC2445 is visible in the display.
Also, the ICE linking Wuppertal to Dresden starts at 07:36 in Stuttgart and not around 05:10 in Köln. That one has slightly different stops, though it probably isn't really an express. It has 28 stops containing the most known stops as "Vaihingen (Enz)", "Solingen", "Hagen", "Gütersloh", "Herford", "Bad Oyenhausen", "Minden (Westfalen)", "Köthen" and "Riesa".
I've traveled around Germany a lot, and even I haven't heard of 3 of those stops. I've not included the major cities on the line, which do make sense. Even "Hamm (Westfalen)" is ok since there are a lot of ICE trains terminating or starting there.
Just to give some perspective: That ICE train takes 11 hours and 4 minutes from Stuttgart to Dresden. IC trains do the same route in 11 hours and 1 minute. If you switch trains multiple times, the duration of travel is reduced to around 6 hours.

In Germany we call these types of trains (it‘s not an ICE, rather an IC2 Twindexx) „Teppich-RE“. Meaning „carpet regional train“, as this train is not much comfier nor faster than a Regional train but sold as a (premium) high speed product and, that’s probably one of the only differences, has a carpet.

Yes, in Germany, "going over the Wupper" (the river giving the city its name) is synonymous with dying.
