I have seen an attacker grabbing the defender's arm before. This case is a clear penalty from the moment the defender has put his arm around the attacker, which he has no business doing. He risked it, he payed the price. It is not even clear if the attacker is grabbing to drag or to set himself free.
If they start giving this type of 'penalty' every time there's 'holding' in the box scores will end up 3-5 with at least 5 penalties being awarded every match!
