- Santa Monica Police Officers from the DART Team arrest a man for camping at Santa Monica Beach on Friday, January 6, 2022. The man allegedly resisted and would not show identification to the officers. The Dart team also cleaned up the homeless encampment. Camping at Santa Monica beach is a misdemeanor
Santa Monica Municipal Code 4.08.095 prohibits camping in public spaces.
4.08.095 : Prohibition against camping in public places.
(a) No person shall camp in a prohibited public place.
(b) For the purpose of this Section:
(1) “Camp” means to erect, maintain or occupy a camp facility for the purpose of living accommodations.
(2) “Camp facility” means one or more of the following: tents, huts, other temporary physical shelters, cots, beds, sleeping bags, hammocks, or bedrolls.
(3) “Prohibited public place” means any of the following: the public parks listed in Section 4.08.091, public beaches, the Santa Monica Municipal Pier, public streets, public alleyways, public parking lots, public passageways, public rights-of-way, publicly-owned landscaped areas or greenbelts, public educational institutions including properties owned by the Santa Monica-Malibu Unified School District or Santa Monica College, or other government-owned properties located within the City of Santa Monica.
(c) The City Council may, by majority vote, establish one or more specified camping areas. Such camping areas, if any, may be located in prohibited public places, except that such camping areas shall not be located within public parks.
(d) This Section shall not take effect until March 1, 1995. (Added by Ord. No. 1768CCS § 4, adopted 9/13/94)
The newly formed DART team task force has been instrumental in helping to educate and enforce the City’s safety laws. The multi-department DART team consists of Santa Monica Police Officers, Santa Monica Code Enforcement Officers, Santa Monica Fire Department personnel, Santa Monica Harbor Patrol Officers, Public Works, and private security guards.

We could have a million Mental Health Facilities and it won't make a difference when these people do not want treatment... the ACLU saw to that. The person would have to be committed and many times that does not stick unless they killed someone. Can't force them to take meds either. Unfortunately we have to put up with them. Since I am in a wheelchair, I do not feel safe around them because I can't defend myself and I can't count on anyone assisting me either (past run ins proved this). Many times if I am in a fast food place and a homeless person enters, I leave since the restaurants are afraid of being sued let them stay. Same for the Public Library.

This man is in other videos being asked to move along, getting information about services to help him get off the homeless side of life, he is declining them, my question is at what point is the determination made he needs to go to a mental health facility and be held until he can function on his own, he is a not able to take care of himself and the police are doing their job, the average person would not camp on a beach and expect all to support them, can this man work, most likely not. He needs in patient treatment for drug/alcohol l or mental health issues not to camp on a beach that is no camping.
Mental health institutions do not exist anymore. If he gets admitted to a mental health facility it will be for a few days or he'll be deemed bot a danger to himself or others and there will be no grounds to hold him. It's becoming a very big issue with a boon of mental health and drug addicted homeless
They cannot put him in a mental institution unless he is a danger to himself or to someone else. Simply refusing to show his identification and walking around saying and acting crazy and refusing help, will not land him in a mental institution. The laws were changed so that now nobody can be committed to a mental facility against their will. Once they have been admitted because they're a danger to themselves or somebody else and they are put on medication and become stable they will release them again usually within a week. Legally by law they can walk around in public areas doing what they're doing now. We are seeing the results of the Public outcry for the way the mental institutions were ran, when the media went in and took video recordings back in the 1960s. It was the public that demanded that the mental institutions be closed down, because what they saw was inhumane. We are now seeing the results of what the public originally said they wanted which was to close down the mental institutions. Laws were enacted so now putting them back will not happen unless the laws change.

They need to do what they're doing in New York now. In New York it is now illegal for the homeless to die on the streets. Just because they have the right to be on the street they do not have the right to die on the street. They are now taking them to places where they can be separated into places where those that are drug addicted can get the drug addiction and counseling they need, those who are mentally ill can get the help that they need and those who are simply homeless and need some help are getting housing and help in finding job and permanent housing.
Right now the law say they have a right to be in a public place if they so choose to sleep and live in public places. But they do not have the right to die in a public place which is where they need to start, and make it illegal for them to die on the streets. Only then will they be able to stop what is going on and these people will get the help whether they want it or not.
now if the cops would just be consistent and do this removal every time quickly there will be much less of this to even have to deal with......

In NO way am I blaming the single mothers out there because I know most are doing all they can, but this is the result of 1) no father, and 2) no male teachers/adult male authority growing up. I feel for these homeless folk, i really do. But, they dont have the right to just set up camp/home whereever the hell they deem suitable. The beach is for everyone to enjoy, and be honest, no family with kids would go near areas like that infested with filthy ass homeless folk. There are plenty of free resources out there to help these people get there lives back on track, seems like most refuse to change. Anyways i wish the best for the future.

There's not enough resources. There will never be a solution to this problem. People don't want housing built for homeless people in there city. Housing is needed, not shelters. Where one can have there own room kitchen ect. I would like to see that

There is no housing without income how are you going to get rid of a homeless problem when most of the homeless have no income and cant pay rent. We need better rental assistance programs. People shouldn't have to be on the streets on drugs or not. We also need more funding and programs to prevent homelessness instead of waiting for people to become homeless to help them. There should be help to stop it. Build housing for the homeless, get them off the streets
