Please the slanted line drawn from 1 inch above the knee line to the hem to tapper the skirt to a pencil skirt, of what use is it if the slit part is cut straight down. Please can you throw more light on that? Will the slit allocation be slanted too to follow that part?
Measure from where you place your skirt on the waist to the fullest part of your hip, that measurement will be your hip line. Knee line is the measurement from your waistline to four inches above your knee cap or measure from waist to your knee cap and substract four inches from that measurement.
On the basic block, you don't need to come down with one, if you're using bust darts because after manipulating your dart, your top bodice will fit into the skirt part. Hope this makes sense.

What if am going to be putting band
Just the normal way of sewing band. Cut your fabric to the length of your waist measurement plus 2" and make the width, 3'

If you're making a normal slit, you're using one inch following the new center back. The one in the video is when you are doing an overlap slit
