Theory 3 is canon, I think Morel mentions how pariston (not yet named at this point in the story, just referred to as vice chairman and his faction) basically sent them temp hunters that would not do their job well enough. It is possible Netero actually called the entire Zodiac in case he failed but Pariston blocked it all. Then again Netero wanted this to be his final hurrah which is why he also implanted himself with the rose in case everything failed. He definitely would not have done this if he knew he had the backing of the full Zodiac.

It seems to me that the author has clearly indicated throughout that whole arc that raw power isnt entirely relevant in every situation. It's all about countering your enemy and taking advantage of openings when they arrive and even hoping that they will, or else you will lose/die no matter how strong or op you may be. A lot of whether or not you succeed in hunterxhunter is how well do you utilize your ability, how well do you know your role and do you know how/when to engage and disengage.

I believe it is a combination of all except Pariston being a traitor, I believe Netero put together an optimal squad knowing he wasn't coming back and needed the strength of the Zodiaks to keep running the association. About Pariston, I have a feeling he'd pull a Severus Snape and he will end up being one of the most loyal hunters to Netero.

I agree that it's a little bit of all of these things which was a great foreshadowing of the multilayered geo-royal-political battle that would follow in the CE arc and ongoing manga arcs. The Chimera Ant rise whether accidental or engineered as some have theorized, definitely put Netero in a bad spot. There are some scenes of him in his office talking about how this is essentially a lose-lose situation and the Hunter Association is being used as a scape goat. So he almost certainly wanted to involve as few of the top echelon as possible to maintain the integrity of the Association no matter the outcome of the battle. There is no way he would not be planning (even if just due to old age) a time when he would be dead and the likes of Beyond and Pariston would wiggle out from under his thumb. If the entire association were decimated or irreparably crippled in a fight against the ants, nothing would stand in Beyond/Parison's way. While yes, for sure, he is a fighter at heart and gets fired up (in a less creepy way than Hisoka lol) to fight strong opponents, he did not run in there like a berserker. He definitely had a plan which included Knov and Morel to wipe out huge volumes of the non king, non royal guard ants before even getting to the King. I also have always wondered EXACTLY what Zeno was hired to do. Clearly to transport Netero in (NGL having no technology, it would be hard to just fly in on a plane). Clearly to do Dragon Dive since everyone was waiting for some sort of signal to start the palace invasion. But then what? Zeno is not a voyeur. Not even sure if we have ever seen him sit or eat at a job let alone just stand around to watch. But he walked into Komugi's room with Netero, a room where by all their intel was the place where likely the King was, and by all their intel, the King was a lethal killer. Surely there was a high chance that a fight would break out on sight. It seems out of character for Zeno to just walk into that kind of situation and start brawling without a contract to kill rather than fade into the shadows waiting... unless he was hired to fight too. So Netero may have decided to spare the Zodiacs but instead rely on the Zoldycks. Of course, we know that the unexpected existence of Komugi "changed everything" for so many, and after breaking his one main rule, Zeno lost his taste for this entire plan and left. Would his presence have allowed Netero to win? Who knows. Zeno, old as he is and less imbued with the slowed effects of aging as Netero, is good at support (such as when he just waited for opportunity in Silva vs Chrollo to deliver devasting blows while Silva did all the physical fighting). Netero did have Mereum's full attention with the 1000 Hand Bodhisattva so there is a possibility that Zeno may have had some opening(s) to capitalize on. Who knows. At least a better chance than Netero alone. Either way, as always, so much to breakdown and layers to dissect in HxH. Gotta love Togashi's brain power. Good to see more HxH content :)

I believe both zeno and netero would have died in battle against Meruem, netero's strongest attack zero hand only managed to scratch him, and it looked like it was only one or two time max usage ability, he used all of his nen in that attack. Apart from that Hunter x Hunter was really something. Just a peek into Dark Continent arc makes entire Hunter x Hunter look like introduction.
Netero accurately analized the situation. The best way to eliminate the Chimera ants is to use little rose. If the Zodiacs or other hunters would get involved, they would have a lot of casualties and would end up biting them back since the dead hunters can make stronger ants. The whole mission is supposed to be executed with only Morau, Knov, Knuckles and Shoot and nothing more. Gon and Killua was just added since they're already there. Morau and Knov would distract two royal guards and Knuckle and Shoot distract the third one them Netero would do the rest.

Pariston was preventing the Hunters Association from sending more support (Netero does out rank him but he's particularly hands off, he wants action not office drama) and was downplaying it to other nations that he's confirmed to have very respectable standing with to stop them from sending support. 3. With the ants being able to absorb others abilities into their arsenal it's more than likely that Netero thought everyone going would able to ensure their bodies destruction even if they did die. Knov was so stressed his aura was killing itself, Shoot was pro kiter and capable of fighting with a mangled body, Knuckle encourages his opponents to try and take him out in the biggest, most destructive way possible, Morel fights more tactically like Shoot but has a propensity for goating bigger attacks like Knuckle plus he either freezes before big attacks or just takes them, Gon actually did destroy his body. Killua is really the only wild card on this part, maybe Netero thought he'd prioritize on saving Gon like he had before or maybe Netero thought if Gon just dies first then Killua would be willing to cause enough destruction it'd wreck his body, which he was kind of right on since Killua was willing to go against his family to save Gon. Netero just didn't know about Nanika, who presented an option to save an otherwise dead and destroyed Gon
Also the fact that since pariston was vice president each year 13 hunters were going missing on average. And I think in terms of raw power Royal Guards were still powerful than zodiacs, but in Hunter x Hunter raw power does not matter, it all comes to planning abilities and match ups, and that's one of the i mean the best power system in Anime.
Netero was certain he could win, with the poor mans rose if necessary. He wasn't certain he would _survive_ or be able to _protect_ everyone he brought along. The Dark Continent and any number of future threats required the Zodiacs. The Ants were a sudden problem. Limiting the disruptions to the long-term plans was critical. And sacrificing himself by avoiding Zodiac involvement did that.
lets go with the easy anime answer, if they teams up with the zodics it probably wouldnt of been an arc and just a few episodes, kills the point of an arc if its 3 episodes

A fun hypothetical I like to think about is if Netero managed to recruit the entire Zoldyck family, all of the Zodiacs, and Beyond (maybe even Hisoka, Bisky, Razor etc.), how well would they fare against the Royal Guards and Meruem. The matchups could be something like this: - Extermination squad vs Pitou (pretty set in stone b/c Gon would want to fight Pitou) - Zoldyck Family (or Zodiacs) vs Youpi - Zodiacs (or Zoldyck family) vs Pouf - Netero, Beyond, Maha, Ging, Pariston vs Meruem Netero gets the best from the Zoldycks and Zodiacs. Pariston is potentially very powerful and I feel like him and Ging could make for some big brain attack strategies. If he’s not strong at all then swap him for Botobai. Will these teams be enough to deal with the Royal guard? How many will die? If a team manages to defeat their respective Royal guard then they will join the other Royal guard fights. If all royal guards are wiped out then they will join the battle against Meruem. I wonder how many would make it to that point and if their abilities could be of any use. Let me know what you guys think.
Its definitely the first one. Based on everything we know of his personality. Dude is like.... straight up blue and orange morality, with his own unique code that I'd rarely call noble. He is very much interested in testing his limits. Dude is like an old goku. I can see the fourth one, but it would have NEVER been his primary aim. Dude can be pragmatic but doesn't seem to be consistent about it. Self interest. The hunter way it seems.
They are not strong enough to deal with the ants. Assimilation and the loss of important hunter skills necessary for maintaining order were at risk. Even Feitan struggled against Zazan. It was said that the zodiacs were Netero’s sparring partners. Given that info, him going alone with Knov and Morel in tow suggests that he knows exactly what he was doing, like duh. Hisoka ranked the zodiacs lower than Illumi and Illumi is supposed to be just 5 points below Hisoka and Netero would have murdered Hisoka before he even knew it.

Zanzan is one of the fastest charachter we've seen in the show because as we've seen most pt members are faster then gon and killua. So for her to be able to fight one on one against the fastest pt members shows how powerfull she is after she learned nen.

Netero specifically hired pariston as vice chairman to make his life as difficult as possible, and pariston not only found that fun but a commitment to neteros wishes in full, the ants weren't a real threat, all the plans were in place so pariston and netero had a good time with the situation
A better question in my opinion is "why didn't he simply bring a manipulator that can control people?" It's a common enough ability that we've seen it from at least 4 different characters in the series, and it's an automatic win if the conditions are met. Conditions which are much easier to meet with the trio they brought along.
In the peak battle Netero is a personification of "religious person who doing pray like sport (routine) who itching to fight because his family is forbid him to express his emotion since childhood, he under control of his dad who is dictator patriarchy that want to be served and seeing woman as object (fake diego)" After mental battle with someone with "alien ideology" like meruem who want to protect the weak includinh woman, the blind etc like komugi, also want to eradicate trash people (people who see woman as object, etc) Election basically democracy choosing "the leader" on how to think. in this person there is no more under control of doctrination that he "brainwashed" from his father/family, a patriarchy Of course a man will pick "pariston" to lead the brain and body to live, to represent to someone he love (gon) because it's fun. I think it's because netero was extremely careful since he knew Meruem has an ability to consume his opponents' power. Remember when he said at one point that sending weak hunters would only just strengthen the enemy. Imagine if he brought the Zodiacs and still lost, who would be able to kill Meruem after that? Plus the rose was a precaution in case he lost Meruem won't be able to grow his power further

Netero miscalculated Meruem's durability, he makes a comment about this during either the 99th or the Zero Hand. Netero however correctly calculated that a nuclear bomb would kill, granted it was the radiation that did it. He didn't bring anyone because it might stop him from using the nuke at an ideal time, or worse, if it has a deadman's trigger and the nuke takes anyone else in the area with him.

Since when is it a normal thing for Chimera ants to be able to absorb Nen abilities? The only one we saw who could do that was Meruem himself and this info never got out to Netero. For Meruem absorbing abilities isn’t even that relevant because he is already overpowered. Besides that other Hunters were involved as we see Leolu mentioning fighting other Hunters bevor. In universe the explanation would be that Netero didn’t want to use more people than necessary because he likes to give himself a challenge. He thought they were enough to separate the King and he wanted to fight Meruem alone anyway. Out of universe Togashi wanted to keep the arc simple and he probably came up with the Zodiacs later to have something new and interesting for the next arc.

Speed of activation is a little noticed aspect in nen fights. That is what gave Netero the chance to fight against Meruem.

Of course, we know that the unexpected existence of Komugi "changed everything" for so many, and after breaking his one main rule, Zeno lost his taste for this entire plan and left. Would his presence have allowed Netero to win? Who knows. Zeno, old as he is and less imbued with the slowed effects of aging as Netero, is good at support (such as when he just waited for opportunity in Silva vs Chrollo to deliver devasting blows while Silva did all the physical fighting). Netero did have Mereum's full attention with the 1000 Hand Bodhisattva so there is a possibility that Zeno may have had some opening(s) to capitalize on. Who knows. At least a better chance than Netero alone.

Netero accurately analized the situation. The best way to eliminate the Chimera ants is to use little rose. If the Zodiacs or other hunters would get involved, they would have a lot of casualties and would end up biting them back since the dead hunters can make stronger ants. The whole mission is supposed to be executed with only Morau, Knov, Knuckles and Shoot and nothing more. Gon and Killua was just added since they're already there. Morau and Knov would distract two royal guards and Knuckle and Shoot distract the third one them Netero would do the rest.
1. Netero is in the quiet warrior archetype, particularly a fighter who got so much stronger than his opponents he got bored, now he wants to find someone strong enough to interest him even if it kills him.
2. Pariston was preventing the Hunters Association from sending more support (Netero does out rank him but he's particularly hands off, he wants action not office drama) and was downplaying it to other nations that he's confirmed to have very respectable standing with to stop them from sending support.
3. With the ants being able to absorb others abilities into their arsenal it's more than likely that Netero thought everyone going would able to ensure their bodies destruction even if they did die. Knov was so stressed his aura was killing itself, Shoot was pro kiter and capable of fighting with a mangled body, Knuckle encourages his opponents to try and take him out in the biggest, most destructive way possible, Morel fights more tactically like Shoot but has a propensity for goating bigger attacks like Knuckle plus he either freezes before big attacks or just takes them, Gon actually did destroy his body. Killua is really the only wild card on this part, maybe Netero thought he'd prioritize on saving Gon like he had before or maybe Netero thought if Gon just dies first then Killua would be willing to cause enough destruction it'd wreck his body, which he was kind of right on since Killua was willing to go against his family to save Gon. Netero just didn't know about Nanika, who presented an option to save an otherwise dead and destroyed Gon
Also the fact that since pariston was vice president each year 13 hunters were going missing on average.
And I think in terms of raw power Royal Guards were still powerful than zodiacs, but in Hunter x Hunter raw power does not matter, it all comes to planning abilities and match ups, and that's one of the i mean the best power system in Anime.
Netero was certain he could win, with the poor mans rose if necessary.
He wasn't certain he would _survive_ or be able to _protect_ everyone he brought along.
The Dark Continent and any number of future threats required the Zodiacs. The Ants were a sudden problem. Limiting the disruptions to the long-term plans was critical. And sacrificing himself by avoiding Zodiac involvement did that.
lets go with the easy anime answer, if they teams up with the zodics it probably wouldnt of been an arc and just a few episodes, kills the point of an arc if its 3 episodes

A fun hypothetical I like to think about is if Netero managed to recruit the entire Zoldyck family, all of the Zodiacs, and Beyond (maybe even Hisoka, Bisky, Razor etc.), how well would they fare against the Royal Guards and Meruem. The matchups could be something like this:
- Extermination squad vs Pitou (pretty set in stone b/c Gon would want to fight Pitou)
- Zoldyck Family (or Zodiacs) vs Youpi
- Zodiacs (or Zoldyck family) vs Pouf
- Netero, Beyond, Maha, Ging, Pariston vs Meruem
Netero gets the best from the Zoldycks and Zodiacs. Pariston is potentially very powerful and I feel like him and Ging could make for some big brain attack strategies. If he’s not strong at all then swap him for Botobai.
Will these teams be enough to deal with the Royal guard? How many will die? If a team manages to defeat their respective Royal guard then they will join the other Royal guard fights. If all royal guards are wiped out then they will join the battle against Meruem. I wonder how many would make it to that point and if their abilities could be of any use. Let me know what you guys think.

Hisoka ranked the zodiacs lower than Illumi and Illumi is supposed to be just 5 points below Hisoka and Netero would have murdered Hisoka before he even knew it.

A better question in my opinion is "why didn't he simply bring a manipulator that can control people?" It's a common enough ability that we've seen it from at least 4 different characters in the series, and it's an automatic win if the conditions are met. I think it's because netero was extremely careful since he knew Meruem has an ability to consume his opponents' power. Remember when he said at one point that sending weak hunters would only just strengthen the enemy. Imagine if he brought the Zodiacs and still lost, who would be able to kill Meruem after that? Plus the rose was a precaution in case he lost Meruem won't be able to grow his power further

Netero miscalculated Meruem's durability, he makes a comment about this during either the 99th or the Zero Hand. Netero however correctly calculated that a nuclear bomb would kill, granted it was the radiation that did it. He didn't bring anyone because it might stop him from using the nuke at an ideal time, or worse, if it has a deadman's trigger and the nuke takes anyone else in the area with him.

Since when is it a normal thing for Chimera ants to be able to absorb Nen abilities? The only one we saw who could do that was Meruem himself and this info never got out to Netero. For Meruem absorbing abilities isn’t even that relevant because he is already overpowered. Besides that other Hunters were involved as we see Leolu mentioning fighting other Hunters bevor.
In universe the explanation would be that Netero didn’t want to use more people than necessary because he likes to give himself a challenge. He thought they were enough to separate the King and he wanted to fight Meruem alone anyway.
Out of universe Togashi wanted to keep the arc simple and he probably came up with the Zodiacs later to have something new and interesting for the next arc.
He knew even them cant defeat the Royal guards, much more the King so he already decided to sacrifice his life hence he already left a recorded message of his will, if he brought the Zodiac with him they would have been killed by the King or by Netero's ability.

I think the most likely in-universe reason is, Netero suspected he would lose, since Code already told him he was weaker than Merruem, and that he would trigger the nuclear device. As the Zodiacs were weaker than him, there was no need for the Zodiacs to go and sacrifice themselves.
