Netero however correctly calculated that a nuclear bomb would kill, granted it was the radiation that did it. I think it's because netero was extremely careful since he knew Meruem has an ability to consume his opponents' power. Remember when he said at one point that sending weak hunters would only just strengthen the enemy. Imagine if he brought the Zodiacs and still lost, who would be able to kill Meruem after that? Plus the rose was a precaution in case he lost Meruem won't be able to grow his power further

A better question in my opinion is "why didn't he simply bring a manipulator that can control people?" It's a common enough ability that we've seen it from at least 4 different characters in the series, and it's an automatic win if the conditions are met.
