Each member is one of the zodiacs, and the leader of the group is the first zodiac, Aries. Then every members status is represented by their role in the zodiac. The last sign being the least harmful, and the first being the main guy.
Every member has certain people they target. (Most likely their same sign.)

I believe the Zodiac Killer was a rogue cop like the Golden State Killer. He so strategically took advantage of weaknesses in the law enforcement system, had knowledge of explosives, and carefully defied every murderer/serial killer stereotype to confuse investigators. He may not have been lying about killing 37 people. Many murders may have remained unlinked to him. That combined with his advanced knowledge of cryptography (that a normal municipal or state police officer wouldn't have) points to the Zodiac Killer being a forner FBI agent.
