The point is to try to make sure it's sealed on the intake side. You don't want a leak at the carb boots, cranks seal or anywhere on the cases. A leak there will possibly make you burn down lean and also let dirt into the engine. If a crank seal goes bad it can let a lot of dirt into the PTO bearing.

I got some rubber expansion plugs at NAPPA they work great,. How come you don't check with manifold installed?
