Do the potatoes need to be thawed before putting into the crockpot. Or can I put them in frozen to cook for the 4 hours?
Also how many ppl will this size feed? I’m participating in a potluck for the first time at work next week and wonder if this will be enough for 12 people

They are best when added frozen! You may want to double the recipe for 12 people, but will likely have leftovers (which are even better day 2!). Enjoy!
