    Qatar, United Arab Emirates have death penalties for apostasy, how can someone be considered 'safe' in those countries??

      The index is for the safety of the people against robbing people or breaking into their homes, and why are you with apostasy? Being against apostasy makes it safer for people to practice their religion openly without fear of retaliation from others. The penalty is there to discourage people from committing apostasy in the first place, it's not just because they want to kill people.

      That seems reasonable.

      Not so much why apostacy per say, but why there is a 'death' penalty in the 'law books' in these countries that can be enforced if charges are brought against people?

      No. Being against apostacy means (in these instances) that to renounce your religion, decide to have no religion or change to another religion is a possible death sentence in these countries. How is that safer for those people to practice their new religion openly (or no religion) without fear of retaliation from others?

      So it's fear tactics on the populace to keep people in the state sanctioned religion?
      There should be no state sanctioned religion, so all can worship who they wish, without fear of repercussions. I would not feel safe in these countries if i lived/born there and decided to changed my mind about religion.

      Then there should be no law enforcing the death of their citizens on the basis of which religion(or none) you adhere to.
