Back in the 60's . I remember they had a boat yard on the Clinton River in Michigan and they would burn the old boats and what was left ashes and scrap metal. This was way before air pollution laws came out.
Boats are junked just like cars. I don't think it was storage yard just a junk boat yard, boats don't last forever. You want a used winch or need another outdrive for your trailer boat, hit the junk yard.
What that appears to be is an old abandoned boatyard. It was probably where people paid to store their boats. The yard went out of business and left a mess I'm betting. Usually, that is the case and the mess is left for the taxpayer to clean up so it's not being done.
