I bought a phone that is locked also I tried this method you explained but it’s saying that the device is want to unlock is still active on another at&t account that the account owner need to remove the device from their account first. How do I go about it??

Carrier locked means it was locked by your carrier Like T-Mobile, Verizon or AT&T, you can only use your phone with them. Unless you carrier unlock it, like I show on the video.
