1988 NT 650 Honda Hawk problem compressing clutch plates

Been working on this all day
Im told once all plates are installed in basket they should be compressed tightly against each other as 1 unit. The reason it doesn't is because the outer top part bottoms out at the base so no matter how much pressure you give it it will not compress the plates. almost seems like Im a plate short however, all plates are im and i also removed new plates and installed the OEM plates and still have same problem.

Quite easy the spline didn't drop in on the bottom you have to finesse it while putting it together
