Government is ideally a non-profit organisation, so it is bestowed to them... the concept of having an institution in an individual hand is a crime in long run...because that individual is forced to multiply the economy of the institution...so various strategies are implemented which would directly or indirectly affect the weaker section of the society...just because others are privileged to have some back up. i believe that it is strongly rooted within humans, if a person knows some skill, the first year he is fine with a nominal income, but the second year with the same skill we expect few bucks more...naturally...
