Such inconsistency exist even in Kabuto where clock up are stated to be at speed of light but some of the fight proceed to have object falling slowly even though it should realistically be frozen. At this point, all acceleration ability that many Kamen Rider use probably has the same speed because the writer say so.

Geelang Ade just because one person make more than one rider kick doesn’t mean others can’t, faiz has 10 seconds and only uses it on a lot of foes, Kabuto has an indefinite amount of time for clock up, so Kabuto is easily capable of it too as they are both matched in speed, you should see decade faiz axel vs Kamen rider thebee, it shows both of them equally matched in speed and it shows that thebee has a better upper hand due to not having a timer, faiz isn’t meant for speed as he only has one form for it, Kabuto is meant for speed and all of his forms have speed
Geelang Ade plus Takumi is older and more experienced in combat then gou, just because he did a simple combat duck dodge like anybody with both similar speeds could do doesnt immediately mean faiz is faster, somebody in my kung fu can be faster at moving and punching but I can still dodge a hit if I’m skilled and practice enough, Takumi is way way before gou’s time so it would be obvious he has more combat experience than gou
