Yukon Cornelius. He's actually looking for a peppermint mine. That's why he keeps licking his pick and saying "Nothing". In the original version, Santa does not visit the Island of Misfit Toys. That scene was added later when the studio received a bunch of letters complaining about Santa not helping the toys. The elf gives each toy an umbrella when he drops them out of the sleigh, except the bird. This was meant to imply that Santa gave the bird the ability to fly. The head elf's voice sounds gruff and angry when he's bossing the elves around and more timid when he's leading the elves in "Elf Practice". This is meant to imply that he has two personalities- One when Santa is around and another when he's not around. Hermie is the only elf that doesn't have pointy ears. He's also the only elf with hair and eyes that dilate.
