I'm pretty sure Sertain shut down Devonte Adams last year in both of their matchups. There's really one receiver right now who's unshutdownable, and that's Justin Jefferson. If GW has a limited day against Sertain, that just makes him mortal. It took Randy Moss until his fifth game to gain more than 50 yards against Darrelle Revis, and while there are no Darrelle Revises in the NFL right now, there are no Randy Mosses either.
