Poor Noel, still getting the brunt of everything while the true culprit's still on the loose. Pekora's the one who cuffed Noel, shoved her in the cage and wrote that message to pull all the aggro to the knight, and what do we see, it's working so well we can only sigh and pity the poor half innocent knight.

The fact that they cuffed Noel there. I'm pretty sure that means she can't interact with anything or open her inventory. So unless she somehow dies or is freed by someone, she's stuck there.

Likely afterwards what happened is that when Noel was playing Matsuri was there too, and Noel asked Matsuri for help in removing the cuffs.
There's a clip of that, because when Noel saw how Matsuri's character look, she asked for assurance that Matsuri will still free her regardless of what she says...LOL
