Great if you're a Russian UXO officer. Less work. Wouldn't it be safer just to put a shape charge on it then set it off? I'm also hearing good things about water jet cutters being used.
First what you have to do is recce. After that you'll find out what is proper move, like blow in place, doing RSP (like this) or, to make small hole and melt TNT out the bomb, or to use some kind of charge to achieve ''low order''... Now, water jets are pretty expensive and time consuming and not always possible to use. So it's never just just one solution for all situations.
