This is mystic to me. How the expander actually expands instead of just rotating.

The anchor fits tightly in the hole, meaning the expander is held in place by friction, which prevents it from rotating. If the anchor were loose, the expander would rotate instead of expanding.

Put adhesive around the expander sleeve so it will be held in place and not rotate with the bolt.

Wedge anchors are used in outdoor freeze?thawing applications all the time without any problem. Adhesive anchors should be considered if the application is vibratory or shock loading.

I have concerns with consistent freezing and thawing in my exterior application. Could an adhesive anchor be a better solution in this application?

so these anchor bold have different diameters along the shaft, which diameter do I measure to select the proper bit?

I believe you measure the bottom of the bolt so it will drop halfway into the hole, then hammer it the rest of the way. The package should tell you what size drill bit to use.
