Yes actually it's true. Whenever you upload stick to a schedule like every Monday Wednesday Friday at 9 PM or something like that because your followers will be tuned for that timing and TH-cam algorithm will also promote it well.
Channels in different niches will tend to upload videos at somewhat same time. You can take the lead in your niche by being 30 to 90 mins before the peak time.

I usually schedule videos for 6:30 pm (CST) on Saturday evenings and also live stream from 6:30-9 pm on Friday evenings. If I have multiple videos scheduled for Saturday, I generally schedule the additional videos at 6:45, 7:00, etc.

Hey up guys, thought I'd comment on a recent video, but sorry it's off topic. thought you might see this query here though in your video optimization checklist (in the VidIQ chrome extension) you have a list of things to tick off to optomize the video, and one of those checks is 'title'. However I've noticed that on some of my videos (and even some of yours), it gives a red cross for the title being too long. Why is this and what is the optimum length. I.e. why shouldn't it be longer to get more keywords etc. what is VidIQ telling me here? many thanks

my Analytics says not enough data, so I have chosen myself Monday and Friday, first of the week to and end of the week for viewers to have something to look forward to, now as far as time of day... no idea.
0:46 judging by comments it sounds like this feature doesn’t work for many content creators. And I have spoke to other creators who agree that analytics is woefully inaccurate for age and gender data. Can you do a video explaining what the threshold is for all of these things? I would venture that many of us here are small tubers, and then we go looking for features that youtube has locked for us, so it kind of makes my heart sad. 😢. Really really sad.

Does your video count as being uploaded even if it is not on the “public setting” yet? If it does. How does it effect your “first day” ranking on TH-cam when you leave it in “private mode” for a week before making it public
I feel uncomfortable with posting when suggested times are, when I go to publish at the suggested times I barely get any views. Could that be due to lack of subscribers? How can I find out when my competitors suggested times are?

If you upload evergreen content then the time at which you upload your videos really doesn't matter!
True to an extent as we explained in the video, but you might as well give your evergreen content the best start possible right?
