I can assure you, Portugal is a LONG way from becoming a "Silicon Valley" equivalent. The biggest Science/Technology hub in Europe is in the UK - centred around the Cambridge-Oxford-London Triangle. Then there's Medicon Valley in Scandinavia and then the Heidelberg area. Portugal does not even feature in the top 10.

No, startups depend a lot on financing and in Portugal it's difficult for startups to get financing. Its better to be in a city more expensive and perhaps with less human capital but closer to the decision centers.

Lisbon and Portugal will be a relevant startup hub, provide competitive skills for the tech sector and be a paradise for nomads but it won't become the Hub.

When the acronym, PIGS, was first coined, the "I" stood for Ireland -- the second country in the Eurozone in need of a bailout (after Greece) -- not Italy! But then Portugal goes and makes this insane law where you can't text employees outside of work hours. Let people negotiate the terms of their employment for themselves. Give them a social safety net and they will have plenty of leverage to make that negotiation in a beneficial way. Micromanaging of individual employment contracts is full of dead weight loss.
