- From May 20 2018 the MoT laws are changing for owners of cars older than 40 years. This can be seen as both positive and also a backward step in safety and responsibility. Motoring journalist and TV presenter Jonny Smith takes his Dodge Charger for its last ever MoT and explains the changes in the MoT test laws.

As a AE and full time tester I agree with you. I Mot many exempt vehicles because people like a second independent opinion. Don’t be frightened someone will tell you your driving a death trap, could save you or someone’s life. It’s only a matter of time a mot exempt vehicle will make the news , hopefully not.
Michael Langford That’s precisely my worry. It only takes one ignorant (or skinflint) classic driver to make the news for something tragic.
Not catching me registering the car as "historic" just to avoid MOT, won't take much for the government to ban you from driving them in the week or make you prove you are going to a car show or something similar and use safety concerns and the emissions as an excuse.

383 manual gearbox!! My favorite Dodge! I agree with these new regulations. I also agree it is worth getting the car on a ramp with another person looking the car over as you suggest. In the past I have had garages always looking for work off the back of an MOT on my classics, which I daily drove. Obviously you are a journalist with a camera going it, you will get a different response from the garage to someone the garage perceives to be an easy target. In Switzerland, standards are much higher at "MOT" tests, tests are every 3 years, and tests are done, basically by the local council at independent council owned depots, nothing to do with a commercial garage. The testing facilities are amazing, and the testers are actually brilliant testers and car enthusiasts. Vans need to be loaded to 75% or more of capacity for brake and suspension tests, etc. Shock absorbers get tested on a special machine which confirms the damping matches within tolerance on both sides of the axle. It is a pleasure going in, and the testers seem to specialise on particular makes and models. Also, the new UK regulations for testing are based on the historical number of safety related incidents that result in accidents for each age group of car that is involved. Inspections are statistically targeted towards taking the the largest number of most dangerous cars off the road, the old clunkers that many people buy cheap and then drive into the ground. Doing this, with the minimum number of tests for everyone to maximise efficiency and safety. `You can't really fault a statistice driven approach like this.

Completely agree with you, sanity check by a 3rd party every year is essential in my opinion. There’s many things that are much easier to test on a full ramp, or things a trained and experienced 3rd party will spot straight away. I see why they are doing it though. Take the handbrake on a 60’s Mustang - complete failure of a design that can’t pass an MOT without doing up the rear drums so tight that they stick when they get warm. It’s all the small things like that which makes it hard to pass 50 year old tech on modern standards.
A small point; The exemption is based on the date of manufacture, rather than the date of registration. These can be substantially different in some cases.
One example I heard of was a Land Rover fire engine used on a production site. It was only road registered when it was retired from service after something like 30 years.

My trekkers just come into being MOT exempt I’m going to send the form off next week but I’m still a believer that you should have a mot anyway
It's always satisfying when your older car passes. My 24yr old Grand Cherokee just passed with flying colours. The tester took one look under it and said "Do I need to bother?".

"VHI vehicles are used occasionally"..... I ride my VHI motorcycle nearly everyday. It's my primary transport. I still give it a pre MOT full going over on the anniversary of what would have been it's MOT (brakes, steering bearings, wheel bearings, suspension, etc.) and check the tyre's integrity (for damage) once a week.
Pretty concerned that a few motorcycles with slightly warped (from crashes or towing sidecars) frames might be being "discovered" and being put back on the road that would otherwise failed an MOT test.

A issue is a lot of young mot testers don’t know what to look for on the older cars as they hardly ever see them
I once had a disagreement with a young tester. He tried to fail my '68 landrover because it had no hazzards. I soon put him right and he even phoned vosa to confirm it was right, as he couldn't understand the manual.
My car failed due to an uneducated tester , they said that my car had no rear bumper and I had cut it all up to make it lighter when it was standard and after google searching to show others they still disagreed
You have every right to report them to vosa if you think they are wrong.

I had a 1982 Subaru Wagon that one of the two screw hole mounting points on the drivers door had rusted loose so I took the mirror off of the door rather than losing the mirror besides it's vibrating annoyed me. When it became time to get the annual State Inspection sticker; I hadn't given it a thought; the mirror was still sitting on the back seat of the car. The young kid at the Garage had inspected the car and already wrote out the sticker but as he got in the car again to affix it to the windshield, he said OH! you don't have a drivers side rear view mirror; I can't sticker this car. I told him he needed to check his manual because it says that I need to be able to see 500 feet behind my vehicle which I can with the rear view mirror on the windshield and under side mirrors it only says I need to have two of them if the vehicle is enclosed like a panel van or a pick up truck with a cap which it isn't either of those. Both he and the shop manager went through the State Inspection manual front to back and concluded that I was absolutely correct and put the sticker on my car passing it safe for the roads for another year. Of course I had intended on reattach the mirror once the minor body work to the door was done as the convenience of having them is better than not. You should always look over your shoulder when changing lanes or merging with traffic and you will fail your drivers license test if you don't. Besides, when using a mirror; objects are sometimes closed than they appear.

I can't wait till my 1980 mk2 Escort to hit 40 years old. I don't mind MOTing it it's the free tax I'm looking forward to as i don't get to drive it all the time so have to tax it while it's in the garage for 90% of the year.

Tax should be per mile or added to fuel ( already heavily taxed ).
We drive barely 3k miles per year yet tax insurance mot etc is pretty much the same as if we drive 50k.
I ride a ebike most of the time now and we share the car, bike is much more fun lol.
I know what you mean about ''Logging a Fail' 😤 Last year I booked in my Vespa PX for some brake pads and MOT and they went and tested it before actually doing the work! Nice big FAIL on an otherwise unblemished 18 year run of PASS.
The only reason I hadn't done the pads myself this time is because it would've been two journeys to the same garage to buy the parts...
I had the same thing with my Peugeot 205. Sent it in with a new brake hose to be fitted before MOT as I knew it needed doing (advisory from last year at same garage). Came back to find it was the wrong size but they tested it anyway and failed it on the brake hose. Lovely big fat FAIL on its history

A kit car built on a pre-78 car where the conversion was done before 88 and there have been no substantial changes except under the excepted exceptions since then will still be MOT exempt. Yes?
I agree with there being a ‘health’ check for the Classics. My 95 SWB V6 Shogun is a little way off the 40 mark yet.
Wow interesting video. I live in the usa and the rules change from state to state. but it's a bit simpler here. VHI = antique auto to us and MOT = State inspection. So for us anything over 25 years old is allowed to be registered as a antique auto. which exempt you from inspection. Although you sign a affidavit, basically saying the vehicle cannot be your daily commuter (although they don't regulate that) as it's for pleasure use. and you must show paper work for a inspected daily driving vehicle. also you agree to keep the vehicle in good safe condition as you no longer take it in for yearly inspection. it must be covered by insurance of course too but is very cheap. my daily car cost me about $1100 a year for insurance, i added my antique jeep for a extra $50 a year. and registration for the antique was like $40. when i say i have a antique jeep really it's just my old daily driver that got. old and i keep it as a back up vehicle. it's a 1990 comanche so hardly a antique by my book. Antique also apply to motorcycles. but yeah it does say the vehicle is suppose to be as original as possible, to be a antique. but they do have a "custom vehicle" registration for crazy shit like T-buckets, and rat rods. but id say as long as it looks original on the outside and isn't too loud or leaking stuff your good to do whatever you like.
there are some big loop holes or at least there use to be. i knew a guy who registered a 50cc moped as his daily driver just so he could get antique plates on his car. the moped didn't really exist as it was a frame he bought for the vin number. his car was a total wreck. that would never pass state inspection so this was his loop hole. most cars hear rust very fast and old ones won't pass inspection due to rust. cool video man interesting how different things are over there.
Where I live in the southern US, they removed all inspections a few years ago. Now there is no inspection at all on any cars ever.

Is it working out, I mean if there´s no inspection some people will have no sense of responsibility anymore. Ie. driving with only front brakes functioning. If UK is going by their own set of rules then it´s that, but for EU the rules for cars older than 25 years there is a MOT in place, but isn´t as strict as new cars, concerning emissions and lights.

Its no ones business to tell me I can't drive with a bit of rust on a control arm, or a vehicle that pulls slightly when braking, due to the fact a caliper locked up previously and wore one set of pad down more than the other....I speak from experience. Stop driving like you need insane brakes.
We only have to have a roadworthy inspection tone when a car changes owners here in Victoria, Australia. It means if you own the same car from new for 15 years it will never have had an inspection.
IMO that’s a bad thing because some people will just run their cars in to the ground, only fixing something when it means they can’t drive the car any more.

In most US states no emissions inspection is required when a car turns 25 and in some states no inspection is ever required. California on the other hand requires emissions for any car made after 1974

Once owned a 5.7 Pontiac LeMans, I took it to MOT and it wouldn't fit on the ramp, he passed it anway, that was back in the 70's - great car but average 14 mpg!
You have to book the closest MOT station to where the vehicle is stored, can't book one far away (if vehicle does not have a valid MOT or exemption). That changed a few years ago to stop people traveling the length of the country in a banger they knew would never pass.
Over here in Western Australia....no MOT (or WOF as i knew it in NZ) for any cars....none! Just register it...no checks are ever done, unless you are pulled over by the Police.

I don't get it---if your car is MoT exempt and you make changes, how would they know? It's not like you're going to tell them.
I have always had my cars checked every six months for brakes suspension and steering, usually prior to summer, at the end of the day what is the value of your family.
Would urge you to have your front ball joints checked in the intentioned/loaded position i.e trolley jack under the lower arm check with both hands at 5 to 5 position and bar directly under the wheel. Regards.
Not had any issues with getting a full pre mot done same price paid as mot it’s not logged but gives you the knowledge what you may need to fix on a sheet before the real mot is done

I live in Missouri (USA of course). We buy a vintage license plate the same year as the car was manufactured and then get a permanent registration. It never has to be registered again unless sold to a new owner. All classic cars in our state are exempt from safety inspections. Not all states are the same but most are pretty lax on vintage and classic cars. I know Europe in general is very regulating of everything, especially cars. I exported cars to Germany for several years and the amount of changes to pass inspection was a lot. Great to see a '68 Charger cruising the roads in Britain.

It seems the car culture is dwindling in this day and age but we have something we didn't in the past, the internet. Now we can connect across the country or across the globe with people with similar interests.
I worked with someone here in UK who owned a few US classics he had a thing about them,,he had a classic Dodge Ram in Army green ,I dont know ìf it was ex US army , then he sold it and now owns a 58 Chevy Apache pick up which is very nice, he always wanted a classic Indian motorcycle but couldn't afford the price tags they now go for

Doesn't the AA offer complete checkouts? Here in Switzerland the TCS (equivalent of AA) offers that. It's huge because people trust them much more than they trust garages and many people who sell or buy a used car will have them checked out by the TCS first.

In 1968 in the US, side marker lights became a requirement. GM + Chrysler did side marker lights front and rear. Ford did front marker lights rear reflectors. Headrests became mandatory in 1969. So your Charger has head rests so it must have been on option on your Dodge. I have a 1968 Dodge sales brochure in my collections and I can check if you want. Chrysler's marker lights were circular front and rear in 1968 and often were referred to as Cat's Eyes because of their shape. In 1969 they changed to bigger rectangle shape for Chrysler products. In 1968 shoulder belts front because a requirement, so your Charger had them or has them, I can't tell. Some people cut them off because in 1968 + 1969 the shoulder belt had its own buckle on the seat, so 1 for the seat belt 1 for the shoulder belt so it made for a messy seat arrangement! You had to manually put the shoulder belt up above the door where a nice sized U hook caught them and made their home for them. My guess is your Charger was ordered by a customer who wanted maximum power without unnecessary power options like power steering that would rob power from the engine. Hope this helps in some way. No I don't mean present it for MOT with those plates, the reason I asked was because I used to have a 1972 Mustang Mach1 which was tax exempt and therefore I could use black with silver number/lettering number plates, but one PC Plod gave me grief once saying I couldn't have any other lettering (I had a rock n roll quote in small lettering) and Ineeded to display the standard UK number plate.

i agree with elliots world, as for the need for an mot test no longer being needed the majority of people who own and run these types of cars are a lot more vigulant with the upkeep of them and are normally more mechaniclly minded or at least familiar with the type or types of old cars they own and drive, there will always be people abuse the system, i will still take any of my cars for an mot should i look at selling any one of them as it will no doubt be a good selling point and piece of mind for the new owner ......though selling one would be hard as i get way to attached to them ...lol, great videos , keep them coming Jonny
MoT on classic / historical vehicles is good. I'm sure many owners get a VHI pass then modify their vehicle to their taste when it should be kept original.

I have a 69 Morris minor and a 74 mgb gt and I fully service my cars every year and they never get any advisorys for people like you that want a mot you can still get one I think it is a excellent way to save me money and time as taking two cars and a bike is a bit of a pain I will still keep my cars bikes in perfect running order and if you have an accident and your car is not mot standard you will be in the poo

Hi CarPervert, Like I asked in your other "MOT" video, where is this test station issuing dodgy MOTs? Should have failed on at least the seat belts, number plates (wrong letter colouring) and quite probably (although not shown) the turn signals. To answer your question about cars over 40 years old still in production, the Chevrolet Suburban has been in continuous production since 1934
Number plates are fine for a classic aren't they? Most UK based Yank tanks have them. Seat belts weren't mandatory when this car was built. The 'Burb name may have been in continuous use but the car itself certainly hasn't...

I can’t explain how jealous I am of that charger. I haven’t seen a single road legal charger in New Zealand under $90,000, best under 90 was a $60,000 68 that was imported and had rust throughout it. Definitely gonna save up for a trip to America or somewhere to look for a decent charger without an absurd price tag
I can never understand why a person who owns a fantastic car prefers to drive it looking like a shed instead of making it looks like a beautiful and powerful fast car I can never get into there mindset to understand why they think it's cool when it's NOT it looks like an old banger and make me want to puke at the dilapidated state of it when it could easily be made to look great and when he or she has money as well makes me cry why do they do it and as a fully qualified mechanic and body restorer of 35 years I just hate this movement were they think driving a rusty old banger is cool when overwhelming most people think the opposite all I can say to the charger one day maybe you might get an owner who actually cares for you and will get all the dents and rust of you and give you a nice coat of paint as you did while sitting in that showroom in Detroit and might even give you some more horses to play with one day maybe just one day as the charger wakes up and see's its self in the mirror and cry's one day.
So that MoT exempt rule has the same requirements like an H number plate here in Germany.. H stands for Historisch (Historic) just that you get that after 30 years instead of 40

Nice motor, you had it 10 years and kept it with that patina? Man you were ahead of the game! 68 with stick and 383 probably the best compromise for the UK ? (no matter how appealing a wedge or hemi would be)
383 is a wedge. all mopar big blocks(except hemi) are wedges. 350,361,383,383 golden lion(rb version of the 383),400,413,426(wedge),440.
Question: (9:51). If car should fail a voluntary MoT test, does it have to be taken off the road for repair?
I'll still be getting my car checked out annually regardless of whether it needs an MOT or not..
Silver Geordie the solution is simple; get your car checked every 12 months to MOT standard without getting an MOT; I can't see any MOT station refusing an offer of £40 to do that (aside from anything else they won't have to do a free retest) and fix any faults they find (those faults would land you in a world of pain if discovered by the Police anyway) in your own time.. Sadly there will always be some people who will chance it, which is why a lot of classic car clubs and owners (me included) who think it's a bad idea to stop testing cars annually. Responsible owners won't have any problems, but some people might be tempted to get a 40 year old car just to save £40 a year and not worry about blown bulbs, worn pads, or excessive corrosion where the body is mounted to the chassis...
pre mot inspections have been available at test centres for nearly 25 years, same inspection but no cert and now with computerised not thru the computer either, the fact that jonny says garages are missing a trick is nonscense unless you dont know what your talking about like him lol, ps the cost is usually the same as an mot as the piece of paper costs nothing :)
@@erroidz people do that with newer cars anyway though, buy one for f all, then crush it come the mot, all for less than a months instalment of a fiesta's payment plan
@@fraggle23 that's actually the approach I've taken for years - 36 cars in 22 years between me and my wife. If they fail the MOT on anything expensive, or suffer a problem that costs more than car if worth to fix, they go to the scrapyard. However, I'm not doing that with my Cobra replica.

I bought a 1960 zodiac last year with 9 months mot and a dead engine. Spent last summer and this winter (outdoors) rebuilding it. Lucky really. If it ran when I bought it I probably would have driven it. So far found no nut holding the steering wheel on hidden by the centre cap. rear brake flexi mostly rubbed through on the shocker, completely worn out track rod end, rear wheel studs wobbling around in the halfshafts with the holes all oval, fuel line made of five different sections of mostly not fuel rated rubber hose. It's a sad fact that some mots are more trustworthy than others. And some classic car owners don't know what they are doing and make dangerous bodges.

As a mechanic for more than thirty odd years and an ex M O T tester personly i think all vehicles should be tested to a level of saftey i e ,brakes ,suspension, structure integrity, lights and general safety to other road users i work on all sorts of vehicles from heavy commercials right down to what i call toy cars and i maintain some classics over the MOT age and advise all to have an M O T test and as long as i do my job wright they will pass but i do come across some vehicles that are bad and the customers wont spend the money to bring the vehicle up to standard as they know it does not need an M O T an when i say when you have an accident and the car is found unsafe you could find yourself in court and god forbid someone loses thier life it is manslaughter.
I think MOTs are a good idea but they’re too strict now. For example I have the EML on on my car. An automatic fail even though the car passes emissions and the part failure doesn’t affect the driving of the vehicle. The part is £378 - yes £378 - for an exhaust flap control sensor which I can’t afford yet the car is minted in every other respect.
My local garage does do a pre.mo.t for 37 quid. Iv got a skoda taxi and the pre.mo.t saved my ass cause my headlight patern was off.

Does the charger still retain the flashing red rear indicators?, always thought as long as the car was pre 1965 you could still use them, i may be wrong though....
Flashing red indicators in the UK are definitely illegal usually very strict when it comes to lights etc

How is it going to work with getting insurance I certainly wouldn't fancy insuring something that hasn't been officially checked as being fit for driving
you wouldn't buy a house that hasn't been checked out
Also in a serious accident will the car have to have an engineers report to prove that the vehicle was mechanicly sound and fit for the road
then if it turns out it wasnt how does that affect any insurance claims

I've been moting for 20 years and I've had cars come in for its first mot and fail miserably
surely it's better to have something checked yearly to make sure it's safe to drive and safe to other road users

In America it's called an Inspection and the classics need to pass a safety check, no emissions, it's done annually. Cars 25 years old and older receive the safety check, $10, then a current sticker is affixed to the front windshield, this is the requirement for New York.

Where I live you can drag a car out of the bush and if it’s from 1987 or older no mot is required. Makes the car hobby a lot easier.

In the USA; most States have a State Inspection regardless of vehicle age.
