I own a pile of those cells sitting around on my work bench and other places. Amazed you didn't test individual cells and swap the poor performing ones for decent cells, and determine if that was the issue. I'd guess your grandson's parents could have purchased a new battery pack for the scooter. But Grandpa is the repair wizard.
In the addendum, it did have 37V which should be enough to turn on the output. I doubt the BCM(s) is smart enough to kill the whole pack if there is the one bad cell. But, for $79 to get it up for the kid is worth it. Still hope you dig further in to this pack though.
I have an Ev08e,the voltage of the battery is normal (around 41.X volts) fully charged rn but it doesnt turn on at all,does anyone know what the problem would be? Or what i should replace
Hey, Sir. Could you show how to open the bottom of the scooter, if you can? I have an identical model of car that is experiencing a failure to charge and needs to replace the battery, but I don't know how to open the bottom. Thank you.
You know you could use the blue ESR meter to check the batteries as well? like always, awesome.

There are about 12 screws that secure the bottom plate to the scooter.

@@norcal715hey when I took the screws out my plate is really stuck it won’t just pop out did you have a problem or did yous just pop right off
Mines is charging, but some reason the charger will blink green but then go right back to red
