  • TV Licensing letters are often wrong (in my humble opinion) but this one may go too far. Some people may understand that it suggests that a TV Licensing ENFORCEMENT officer has the power to enter your home at any time, which is not true.

    I don’t think I’ve had a TV licence letter, that hasn’t been threatening. They like to announce that you are under investigation and an enforcement officer may call. It all sounds very intimidating, if you are a little timid and don’t know your rights. Especially the elderly. I don’t know any other company that threatens that sort of action, for simply not wanting their product. It is disgusting. 🤬

    I was once visited by a licensing uankbag who said he needed to check if I had a TV since I didn't have a TV licence. I said that it was fine provided he showed me his firearms certificate first. He claimed to not need one since he didn't own a firearm. I told him that I required proof of that. He left. True story.

      trying to get money from someone using blackmail, veiled threats and coercion is a crime in and of itself. BBC needs to be prosecuted for these letters.

    This morning, I had a bloke at the door who said he was asking about the forthcoming election and what did I think of the television coverage of the election. I said hadn't watched anything on the election. He then said, poor performance by England last night, at least we won, did you watch it.
    My most polite reply was who are you, to which he thanked me, apologies for wasting my time and scurried off. I am convinced he was a goon.

    I bought my cottage 18months ago and began a major renovation of it. This renovation is still continuing.
    I have in the last 18months received threatening letters from the TVL. It is due to this, I refuse to inform them that I do not have any tvs in my property as it is uninhabitable.
    I now look at this situation as entertainment and I am more than happy for them to waste their time writing numerous letters to me. They are also welcome to visit but if they visit, I will give them a 'no comment' conversation because I do not have any requirement to speak with them. I will be extremely disappointed if I don't get a visit! 😂🎉

      While your property is still uninhabitable during the ongoing renovation work, maybe actually let them send one
      of their sales people (because they are NOT enforcement officers at all) round. Let them see that it is simply
      impossible to watch any type of broadcast TV, live or recorded, with any capable device at this property.
      When he (or she) is ready to leave, inform them that future implied right of access is withdrawn and that any
      further visits from TVL will be considered trespassing on private property, and legal action will be taken.

    my late mum bless her was so scared that she used to pay for mine and hers fir YEARS needlessly! as they threatened me so much, but i didn’t ever want or need 1!neither of us ever watched it!i had no idea she was paying mine till she died!😢i was absolutely disgusted!all that money extorted to fuel so many lies and corruption! absolute shame on them 😢

    If everyone ceased paying for a tv licence then it would be impossible for the BBC to prosecute all of them and the licence fee would have to be revoked.

    This sounds remarkably similar to the Post Office. It’s what happens when you allow an organisation to prosecute.

      They have no special powers, it's all made up. Anybody can prosecute, but is doesn't mean an automatic win: They have to prove your guilt beyond ALL reasonable doubt, you don't have to prove your innocence, ever. This is why most TVL fines are against the vulnerable who admit it and sign. They'd never fine me (because I told them to get thee hence, and they did).

    I've never had a TV license or a hazardous materials license. No one writes to me about the hazardous waste I'm not storing but I get a lot of letters about the TV I don't have. Clowns :-)

    It makes me smile when they say "your details have been passed to the Enforcement Team" - what details, they address it to the "legal Occupier" they don't even know your name so what details have they passed to their salesmen (Enforcement Team)?
    Why should I tell them I don't need a TV licence? I don't need to tell the police that I don't need a shotgun licence!

      How do they know you don't have a TV licence, you previously said you don't tell them. They don't feel like they are wasting their time, because so many people lie and/or do not understand whether or not they need a TV Licence. They have 1000s of convictions every week.

      They are now sending them to my other half in name! I was the one that used to pay the direct debit, not her. So they seem to be digging deeper to get results. It's always been "the occupier".

    My monthly letter which I received only today Monday the 1st had the same code. It’s been added to the pile of unopened letters from the TV tax man, which is getting close to 100, and I’m still awaiting my visit from the Enforcement officer, AKA as a door to door salesman

      To be fair, I did the NLR in March 2022 and heard nothing until May 2024. Only had a couple of letters so far but I do expect the number of letters to increase.
      Although any letters with lies will be totally ignored. Just occurred to me to have 2 piles of letters, one with lies and ones without although the ones without will be sparse if any at all.
      When a goon visits I will have to discuss these letters and ask if that's truthful or not.

    These people need to be taken to book. I haven’t had a TV since my mother threw it down the stairs in 1975. 😮 I’m 60 now and have had endless threatening letters over the years. I never watch live TV or any TV programs. I keep checking what I’m watching on TH-cam just in case, it’s quite stressful. I consider myself to be a legally binding citizen and absolutely hate this constant harassment. I never answer the door unless I know who it is. This needs to STOP!! and I’d be happy to be the person who took them to court to change it for everyone who DOESN’T need a license. STOP THE HARASSMENT!

      @@sandman4198 😂 Well, me and my 2 sisters were arguing about what to watch and my mother (who was a ver angry person at times) came stomping up the stairs and ripped the TV out it’s the socket. She then threw it down 6 stairs onto the half-landing. (taking lumps out of the plaster) She then ran after it and threw it down another 6 steps onto the tiles at the bottom. It was in a thousand pieces as you can imagine. She then shouted up the stairs “AND THAT’S YOUR TELLY!!” Of course we shivered a bit and blamed each other but we never had a TV again. I grew up without one and have never had one so TV licensing goons and threatening letters have been the bane of my life. Apparently I haven’t missed much over the years… and I’m grateful to my mum for not being brainwashed. I hope this helps 😂

    They used to ask annually if I needed a licence, and I just said “no”. A couple of years back they started ignoring my answer, then they put up an online form for responses on which there was no easy way to say “no”. So I gave up trying to answer. Now I get threatening letters constantly. It must cost them quite a bit.

    i dont have car insurance road tax or an mot but the police dont constantly bug me, i will buy them as and when i am legally required to. LEGALLY TV LICENSE FREE SINCE 2007.

    I get roughly one letter per month, always threatening an investigation or an enforcement visit. Since watching your TV Licensing videos I've started keeping the letters. I've had 3x "Official notice: Investigation opened" since Oct '23. To my knowledge they've never actually been at my door, despite claiming to make a visit every 10 seconds across the UK. It's a joke. I laugh it off because I know 100% that I don't need one, but my elderly mother worries that I'm going to get fined or jailed. I agree with your stance that their tactics are borderline if not actual harassment. Keep up the good work.

      my 'TV' is used as a PC monitor only and is a large one for immersion purposes.. my elderly mother told me that because i dont have a license, i have to get rid of it (but then.. she thinks the size of the TV is too excessive anyway)
      she also 100% believes that detector vans are a real thing too

    an enforcement officer is a salesperson trying to sell you a tv licence. I got the same letter the other day and just binned it immediately. won't be entertaining anything they send. And it still says the legal occupier on the envelope, as they don't know who stays there or who owns the property. 😂

    Someone needs to take these idiots to court. I told them I didn't need a licence once, but can't be bothered to do it again. Why makes TVL so special? If I tell the DVLA my car is off the road, they assume that to be the case until I tell them otherwise. The same should apply to a TV Licence, but I guess that wouldn't earn their sales people that commission.

      TVL is just a brand name. It is actually the BBC and their subcontractor. What makes the BBC so special? It is the Communications Act that does as it grants the BBC specifically the power of enforcement.

    I've just cancelled mine, I'm a pensioner and quite able to stand up for myself but the questions are intimidating, I refused to answer the questions designed to " catch me out" at the end i was told i would be contacted every 12 months in order to reapply to not have them contact me! Really! I don't think i will be doing that they can go get the warrant. Its a disgrace.

    I just wonder. How many people have been fined, who did not really need a licence but just pleaded guilty to get the goons off their backs!? Should not all of these fines be paid back to these innocent people!? Now how much would that cost - and to whom?

    I have now received 25 of these letters, all but the first, addressed to the Legal Occupier. I've had at least two with the exact wording as this letter. As I'm not breaking the law I just ignore them, I find them highly amusing! Chillijohncarne's channel is brilliant, I've been subscribing to it for a long time. Thanks to him, I've been licence free for over two years.

    I don't need a licence to have a car on my drive and the DVLA doesn't keep sending letters letters threatening a visit from officers,so why are the BBC allowed to threaten people?

      You don't need to licence a car on your drive but you do need to do a SORN of it is changing status from licensed.

    I heard one person say, "I don't warch TV but I'll get a licence anyway to be on the safe side." As said in the video, the letters do scare people expecially old folk. Plus I keep saying it, they say you need a licence to watch ITV and Sky as well, so why are they not asking the BBC for a share of the licnece fee. When I told them I don't have a TV they sent me a letter to say I will get a visit to check, so to me that is like saying we don't believe you.

    I was once slightly abusive to one of these decent chaps and it jolly well worked. I've been licence free for a good 20 years and get the odd letter. I often wonder if I should reply just for sport. I'm sure it could be fun. However I take no notice of these letters because they are not worth @#£%.

    I was told to get a license because my email logged into BBC iPlayer. They told me the dates. They also prosecuted me for an address I had moved from and held a license at the new address. The court did not want to know. They just fined me.

    I was getting fed up and angry about the amount of letters I was receiving that I just called them up one day a couple of months ago and they took me off their system re sending out any more. I 'touch wood' have not had another one since. This will be in place for a year. I told the female on the other end, I knew it wasn't her fault, but with the company sending me out letters every month or so It was starting to be seen as harassment. She apologised and then went through the usual, do you need a tv licence by using a tv, mobile etc for blag blah blah. Each one I said no and then she made sure I had no more hassle. I feel more at ease now as it was driving me insane.

    I live in a retirement home and pay a concessionary TV licence fee, but they still continue sending me threatening Letters. I'm so tired of fighting them.

      Don't fight them, just ignore them. There's at least a 99% chance that nothing will happen, and if they DO send someone round, they'll have egg on their face as soon as they see the concessionary licence. .
      I am pushing 80, receive pension credit and am thus entitled to a free tv licence. However, I don't have a tv, and don't watch either broadcast TV or i-player so there's no point in my having a licence at all.
      Everyone else in my sheltered housing scheme assiduously buys a TV licence and I've made sure they all know my views on the matter. The manager knows, too, AND knows full well what to do if the TVL goons come round after me during office hours!
      I am careful to tell other residents that it's only if you watch broadcast TV and/or i-player, that you need a licence, and a couple of them are coming round to my way of thinking that maybe it's not worth it ...
      I get ENDLESS letters. They are printed on good quality paper and are colourful, so I thought that, as my bathroom needs redecorating, I might use them for that ... The postie delivers about a thousand a week, almost all of them to people he knows live totally blameless lives, so he's not going to think any the worse of you for getting them if that's what's worrying you.

    The real nugget is if you are under caution you need legal advice and are entitled to free legal advice, ask them to bring a free solicitor, not sure that will happen, and no chat without a free solicitor or legal advice.

    100% agree it is terrible. These letters are going to people regardless of whether they are breaking this rule. I would be furious if they harassed me if I didn't have a license and I didn't need one, and they tried to invade my home. How very dare they!

    As an unlicenced home, and keen eye for legal detail, I think they (TVL) have an inherent obligation to be clear and explicit in their communications...at the very least after PostOffice SJP failures, you would have thought TVL would have learned a few lessons,
    I've struggled trying to get clear answers from the Agency that is supposed to the be Authority on these matters, which suggest really, they're just making it up as they go along

    I received this letter this morning, it had a different code to the one you're reading out! It's also in 'green' ink, which I believe is the psychological ink colour choice of 'Stalkers'!
    I have a notice on my front door, stating that 'TV licencing personnel must NOT knock on my door'!

    I'd like to see a test case go to court to ascertain if its harassment to hound people who don't watch TV. I've just received this letter and they have been to my address on an investigation. This is harassment and I'm now hoping they turn up at my door because I've now had enough.

    If so many people get charged with not having a tv licence why have the letters been scrutinised in court? I keep hearing people complain but nothing gets sorted, we need a definitive answer, If you are being harassed by these letters why is still going on?

      The bbc have a government exemption to behave in this way... this is why no case is taken against them.... just cancel your direct debits....

      No they don't scrutinize anything.One magistrate can rubber stamp 300 cases in a morning under the single justice procedure. Chili Jon carni goes into this numbers game in his channel. The magistrate did not even know that the girl they convicted had downs syndrome and did not manage her affairs.

    Hi I have had so many of these letters in the past 50 years of being license-free that I totally ignore them, in all these years I have never had one visit from a TV license enforcement bod and I still have my length of 4 by 2 in the porch in case I get one I believe these letters are a total bluff and can be safely ignored...

    I got one of these through my door this morning. Mine had a different code, and they wrote to me in my name, which is strange as all the previous letters sent to me before have been addressed to the legal occupier.

    In the last 4 years they have sent me about 30 fake threats saying on all occasions you have now been escalated to a visit by an "Officer" now just what does that mean an "officer"

    I got that letter, i don't own a tv and am not even at the address. As I am currently selling the property. I told them once on the phone i didn't need a license and said that should be the end of it. I said i will not tell you again i know the law and am not breaking it in anyway. Yet they still send letters. This has to be stopped. I guess there maybe people that break this law, but i am not interested in watching tv and haven't been for over 35 years.

    I am about to cancel my licence having not watched the tell a vision... For 3 years. It says you can cancel online, tried that hmm, got to phone them now. I shall tell them I kept my licence in case my grandchildren used my tv while I was at work. From the first letter they send following cancellation I will inform them their implied right of access to my property is removed and advise them any further letters will incur a 250 pound admin charge. Let you know on the journey. I am not afraid.

      Phone them it's easy and quick. I did receive a couple of letters for the first 2 weeks or so but nothing then for over 2 years when i failed to inform them again. To me cancelling once should be enough.

    EVERYBODY, please send the letters back to TVL , marked "Return to Sender", en masse, they will be billed for the postage.
    Alternatively, bill TVL for your time at Silk Rates, pro rata hourly rate based on £10K a day e.g. (Learnéd Mr. Beer, KC Post Office Inquiry Lead Counsel) to read the letters, send your invoice by Registered Post, with 30 day terms of payment including postage and "administration" costs. If TVL don't pay after 60 days then refer to a debt collection agency such as one based in Liverpool employing heavy boys to knock on THEIR doors!!
    Civil disobedience is the only way to counter this form of terrorism by TVL. Somebody might just wake up.

      I reuse all my inward mail envelopes by sending my paper recycling to the spread of 55 BBC solicitors, the Capita HR wallahs and directors and they can pay the penalty postage. TVL Darlington have returns factored into the bulk mail agreement with the P.O..so the extra cost is minimal and they are binned.. However, no post room will refuse a letter addressed to an individual staff member. marked private and confidential or legal documents enclosed because the possible consequences if it is legitimate far outweigh the minimal cost and that decision is 'more than my job's worth'. The postage has to be paid before the letter is opened and the P.O are not allowed to open it.

    And I dont require an enforcement officer to visit, because i follow the rules, and have NOTHING to do with BBC programmes.
    It's been ripped up and it's in the bin. 🙂

    I had a couple of them a few years ago when I didn't have a TV. I sent them back with a note,If you don't stop sending threatening letters you'll hear from my solicitor, they stopped. .. didn't have a solicitor at the time

    Cancelled mine online 25 months ago...recieved a recheck letter about a month ago...re told them I still don't need one...was told I would get a visit to check....I can't remember exactly the wording but it did have TH-cam and Netflix mentioned as well as using phones tablets and consoles to view live content.....I've never noticed anything live on Netflix??

    I register and tell them I don't need a license and have had to do this every 2 yrs except this year when I got a letter after a year saying 'somethings changed at this address please act now' addressed to the legal occupier ( where previously they had my name) and nothing had changed my end.
    Struck me as incompetence at best or a deliberate attempt to catch me out.
    I don't watch live TV and detest the BBC, I don't need their license, nor will I ever fund them.

    I had an “inspector” visit me a few weeks ago. I have a sticker on my front door to the effect of “no cold callers, sellers or religious groups”. He rang my doorbell. I simply watched him from my kitchen window with no intention whatsoever of answering my door. What can they do? I have zero intention of paying a de facto tax for something I don’t use! It’s 2024, not 1978! End the TV tax!

    I've never declared that I don't need a licence, and have received around 140 letters, and have had at least a dozen visits.
    I'm dleighted to have cost them all that money. 😊

    Best one I had was a TVL/Capita 'person' who (after realising I wasn't going to provide a name or confirmation of anything) stood on my doorstep and actually said 'But Sir we need to be sure our database is up to date' to which I replied "Possibly you do but thats hardly a concern of mine is it?" and I shut the door. That was that.

    I remember when I moved house. I had a letter like this ready and waiting for me on the door mat. I'd actually looked online for a way to set it up in advance as soon as I had a definite date for moving in, but couldn't find a way of doing that.

    Their intimidation is outrageous and I reported them to the police, then sent the crime reference number to Head of Finance at the BBC. The police sent me a text the next day saying what they did was not an offence but upping the anti has resulted in them doing one.
    They obviously pick the low lying fruit and this is a cash cow.

    I am getting rather fed up with these letters, we get them almost on a monthly basis saying an investigation is under way blah blah....today, another one, I have, apparently, a 10 day window to get a licence otherwise they will escalate this case to the Enforcement Team! Awesome! This is harassment! I don't need a licence, we don't watch live TV etc.
    Can we submit it as evidence to the police as harassment?

      It can only be harrassment if a named person is identified.
      'Legal occupier' slyly circumvents the law.
      'Return to sender' unopened if you wish, since you did not request a contract with the BBC.
      I've been toying with the idea of returning them addressed to the BBC, Broadcasting House, then they can redirect them.
      I have a collection of ~250 unopened envelopes which they will be receiving, when not needed for evidence, in the future.

    So if a punter was sitting in a caf, scoffing the morning coffe and bagel, and watching BBC Iplayer on their Iphone who is responsible for procurement of a licence for said watching. Sounds like an absolute load of bollocks. What about me as a visitor to the UK and I watch on my device.

    Don't open the letters. Score out your name and address and write ' Return to sender ' on the front with the postcode of the return address ( it is shown on the back of the envelope), then post the letter. Crapita /TVL then have to admi istrate the returned letter which is extra cost to them.

    Tv Licence is ridiculous, and it should be scrapped...
    But believe me, it's not the worst in the Uk... there are worse places in Europe.
    I am a polish national living in the UK for 20 years so it doesn't concern me as much, but...
    In Poland, when you buy a brand new tv set, you're obliged to pay a tv licence, no joke.
    The law says that if you have 'instant means of watching tv,' you need a tv licence...
    And for the punch line ...
    If your phone is capable of playing tv live, you need a licence.

    I can see no legitimate reason for them to display information- such as "investigation started" in the second window on the envelope, so that anyone in the postal system can be made aware of my licence status; this is an issue if they (Postman?) doesn't understand the legislation and thus assumes I'm a law breaker.

    I received one of these letters some time after the local elections and notice that they have addressed me my name, all previous letters have been legal occupier, are they using the electoral roll now to find out who we are? I have never spoken to anyone form TVL and when we did have a TV licence it was in my wife's name. New tactics maybe ?

      They must be as I used to pay the license and then cancelled the DD at first lockdown 4 years ago. It's always been letter "To The Occupier" and now they are sending them as of last month to my other half! They are desperate I reckon.

    I used to do the online 2year exemption as I don't have a TV but this year tvl decided I have one 🤷😂 but I'm getting the threatening letters of visits now. They just make things up, in my honest opinion

    I've just got this letter., so thanks for highlighting this BBB. I was fuming when I read it, my reaction was "who the to hell they (TVL) think they are??" I am not breaking any law, I am not a criminal, yet this letter intimated I could be. I feel this is straightforward harassment and not borderline. As you have said on one of your previous videos' why don't TVL just try prosecuting me (they will have a fight back) or LEAVE ME ALONE? Something needs to be done about this TVL approach to stop them using their meaningless threats and bullying, it is getting tiresome, I'm sick of it. They should be prosecuted, not us!
