I have a small theory regarding why wu Zetian was relegated to being a child Servant. As far as I can find out, she was introduced to the life of royalty as a concubine at the age of 14. That is the only specific thing of importance that happens to her before she even begins her Assassinations, reaches the age of 17, or takes over China. At around 18, after her first hubby dies, she is sent to a monastery, but she runs away to try her hand in royal politics again, and becomes a concubine to the next King. She makes her first Assassination using her charisma and skill at accusing others at around the age of 26. This was her first kill, and the victim of this was the one who Cursed her with the infamous cat and mouse reincarnation curse. So, in my opinion, she should be an adult Servant, but I guess, the devs thought it would be better if she was a child because she was introduced to the life of Royalty at the age of 14, and her preferred methods of assassination were poisons and accusations, both of which are way more effective if the one who uses them is a child (No one will suspect them or deny their claim).
In agartha is stated that when she "became" Wu Zetian when she was young, as in, the moment where that conviction started was during those years. Hence, Assassin reflects that. It's the same logic as why Andersen looks the way he does.
Jus to throw in a well actually to his explanation about recent historical figures being servants at 33:45 , the most recent "human" to be a servant is Mata Hari, who edges Tesla out by a few years birth date wise. I believe that Nasu made it clear that he wouldn't add anyone recent post WWII because the recent relevancy they have, as well as not adding historical figures who still have living relatives which could cause negative feedback. While religious figures like Jesus and Buddha are stated to exist in Fate as Savior-class Servants, I doubt Nasu will make them playable along with the likes of Abraham and Muhammad because of the negative feedback and backlash that religious people go fervor for when any form of media tries to depict a religious figurehead.
