1967 Starcraft Boat restoration

I picked up a 1967 Starcraft 14' Aluminum boat with two outboards and will be doing a complete restore on it.
It came with a 1962 28hp Johnson outboard and a 1971 18 hp Evinrude outboard motor.
Can I restore the boat and rebuild both engines on a budget?

I have a 67 Starcraft just like this. I bought it 10 years ago and it sat the whole time. I tried to run it once and the fuel line had issues or something that my mechanic didn't even want to tackle. Anyway, my brother in law gave me a newer 50 HP Mercury. that is all tuned up. Jusf ran it yesterday on the lake. Ran excellent and kept up with his 350 V8 ski boat. Pretty fast little boat because its so light weight. Now Im restoring the whole boat.
