I always thought one flaw in this otherwise pretty solid movie was Frank’s girlfriend, we see her in this scene, they should’ve made it to where it’s the same girl we see in the beginning of the film when Colin is a kid, she’s working at her fathers store behind the counter, it would’ve been great to show how he corrupts his community even someone as benign as a teenage girl helping her dad at his store. Everything he touches turns to rot.

Like they were saying to eachother "ok he is in." this fits right in with Costello doubting Billy at first when he said he couldnt trust Billy because he acts like he has nothing to lose. Then again when he talks about Billy's father saying he could never do anything with him because he never wated money. But now they heard Billy say he wanted money so now they think they can use him.
