Two issues do require clarification.
1. Whether the bottom and side walls of the big well was provided with concrete or stone slabs to avoid percolating of water into the earth?
2. From where did that much quantity of water get to fill that big well?.
The two issues require clarification please.
1.) Probably to make sure the wall does not collapse and reduce water capacity 2.) Rain Water, Pump from local water source (river, canal)

If a 200 feet bore is getting dried up, how is this 41 feet well getting recharged? Wont' it have risk of underground water level dropping off?

With 1.5 crores one can earn 15 lac per year just by sitting and do other work... On the other hand on 12 acres you can produce crop worth 12 lac and profit less than 5 to six lacs. Some times no profit or loss.
My grand father dug wells and during 1994 to 2003 these same wells became dry wells and land rates became stagnant due to naxalites and droughts. We sold most of the land at throwaway prices.
Governments never encourage for such thoughts, people have to encourage governments by electing to makes scams
