Might it not be more plausible that the scooter dude robbed security dude and security dude was just trying to get his stuff back? And was security dude working or not when the chase happened? If off duty, then it's just a civilian dude who happened to also work security. But if he was working then was he working to protect/retrieve clients' property presumably taken by the scooter dude? I'm not a crook but I'm guessing a thief or robber would be more likely to do a hit and dash rather than full-on pursuit to rob someone.

Privatization of the prison system has been a disaster (excessive force fatalities, prisoners abused, lack of medical care, staff bribery, higher rate of contrabands, prisoners raped, frequent prisoners revolts, etc). So privatizing the police would likely be just as bad. A for profit company doesn't care about justice or protecting the public, they only care about making money and reducing costs.
