House Rules: What level to start PC's

I have roleplayed for over 30 years, most of that time playing Rolemaster by ICE. Sharing my experiences in Roleplaying. GM's or DM's need to build a set of house Rules that need to be enforced.

Now, that said... It is also my opinion that really new players aught to start out at first level or the games equivalent. My reasoning is that new players benefit from learning the ropes from the bottom up. It's really how most game systems are meant to operate, or so I've noticed.

I think I've lost count on the variations that I've started groups out with. A lot of the time the house rules depended heavily on just who was sitting at my table. Sometimes new players want to try playing higher level characters while many a veteran is happier chasing those first five levels every now and then.
Generally, if the groups in agreement, I like to start them out at level 4-5.
