I found the manual 🙂 This may a silly question but is the jumper CLRTC1 on pins 1-2? That's default. 2-3 is clear CMOS. You could pull the plug, press the power button for 10 or so seconds, then put jumper to clear, pull the coin cell and have a cuppa tea. Jumper back to normal, replace the battery and try to boot.
The CPU is compatible - check the CMOS jumper is good advice - jumper on pins 1-2 but the fact it didnt beep without ram is a warning sign its dead - the caps look ok and usually if they look good they are . Ive got 2 dead SIS Asus boards from dead chipsets - they power on but dont boot - also while its running - touch around on the board to see if anything is getting hot -

I have one of those POST cards that are meant to help diagnose faults like this. Never used it though lol
