I find that comments blindly blaming the emperor for the fate of his sister are incredibly naive. Imagine yourself as a commoner during that time, and the Emperor chooses to prioritise his sister over the very real risk of war (and death and destruction, you get it), how would you feel? Poverty was rife during those times. You think that you'll care about the marriage of some faceless rich, privileged princess when you're struggling with just surviving?

Her husband survived. The Emperor would have preferred to execute him, but since the Princess is pregnant, it wouldn't look good. As a result, the Emperor has basically locked the man in a gilded cage and allowed the Princess to live with her mother, Dowager Empress.

The High Princess's first husband was murdered by a power-hungry, vicious man. He held the High Princess hostage, declared himself the new leader of that particular tribe and insisted that he be allowed to marry the High Princess. (To not only give "legitimacy" to his claim of being the new leader, but also so that Emperor wouldn't wage war against a "family member" that had his sister in his clutches)
This monster knew that his time was coming to an end, with the Emperor's and the other tribes' troops closing in on him, so he forced himself on the High Princess repeatedly to get her pregnant. If she wasn't pregnant, the Emperor could have ordered the divorce/annulment and his execution. But with the High Princess pregnant, there is proof that they are officially man and wife and that they are a "family". Killing the father of the Princess's unborn child just isn't a good look. (Mind you, they have ways of causing miscarriages/stillbirths and could have poisoned him, but I digress)
Now the High Princess lives with fact that her brother sold her to husband's murderer and she is pregnant with her r@pist's child. And not only that, but that the Emperor is paying for that monster to live in the lap of luxury as the Emperor's brother in law. (He can't leave, but he doesn't seem to mind and drinks/parties all day.)
