Proper use of the prepositions "at" and "in" can at times be open to interpretation. Question 3 used "in the city center," while question 8 used "at the hotel. If both the hotel and the city center are destinations, then why not "at" as the correct answer for both questions? We say "I'll meet you at the restaurant/library" etc. Question 11 "in the conference room" makes sense, since "inside" is where the actual actvity will be taking place. The other cited sentences seem less clear-cut. I do agree with question 30, since we're describing a specific location within a larger area. Question 14: I could also imagine a dog running around in the street, not just dashing across the street. Question 25: Unable to see how answer A would not be equally correct. Maybe she didn't want to disturb those sleeping upstairs.
