Electric Power Saving - Active circuit when there is no power

This circuit works for 2,3,4 or more electric meters
As soon as the power goes off the relay will turn on, otherwise it will remain off. So what will happen is that when there is power there will be no need to keep the relay on and the circuit will start working only when the power goes off.
