Actually the first girl group to perform in North Korea is Fin.K.L ( Lee hyo Lee was a member of this group). They performed there in 1999. In 2003 Baby V.O.X performed and Red velvet were the third girlband to perform in North Korea which is still a very unique thing.
On top of Baby V.O.X and Fin.K.L, also Shinhwa and Sechskies have performed in North Korea in the beginning of 2000s so Red Velvet is actually far from being the first.The only difference is the amount of publicity RV got because kpop was much more well known internationally at that point.
