"Weeb" --- There was a time where this was an insult. But times have changed. It is now often used by many foreign anime otaku to describe themselves during a phase of their life where their love of anime and japan was greater than their social skills or awareness. Their sense of time, place and occasion for expressing their love for japan or anime is off, and often leads to social embarrassment. Many foreign otaku who are now well-adjusted responsible adults, who can express their love for anime in a respectable way, will often recall with much regret their "weeb phase" or their "dark past."
Weeb = Obsessed with japanese media and culture. Nerd = Obsessed with something (Video game nerd, cooking nerd, movie nerd, etc.) or just generally has interests or acts differently from mainstream society. So a weeb can be thought of as like a "Japan nerd".
In the US at least, we have a concept of teens being in their "edgy" or "angsty" phase where they become rebellious and start to behave differently to try to give themselves a sense of identity and self expression which is a similar idea. But I don't hear the word "Chuunibyou" at all unless that person is also familiar with Japanese culture.
