Not a huge Batman fan, But I've watched a few movies and all that so I have some knowledge. The Joker just seems fucking crazy (Some men just want tk watch the world burn), while Negan Has his rules and his Code and sticks to it, He has a Sick respect to him about not raping Women or even beating up Carl when he kills his men.
The Governor would recognize Negan as a fellow wolf and attack him immediately with everything he's got (rockets, tanks, etc.). It would be a hell of a fight.

Yeah, Gov and Merle vs Negan and Simon would be a cool fight to watch. I still think gov would've lost though if he came across Negan and his men, especially since he could make the governor's people see who he really is if he were to treat them like he did with Rick and his crew. The governor would sacrifice any one of his people without hesitation to stay alive in that situation, which would probably make his group lose some trust in him. Without a leader that's trustworthy it'd all come crashin down sooner or later anyway.
I don't think it would be that easy. The Woodbury "Army" had over 30 members and they were heavily armed. Not to mention they had a tank too. If you would put Governor against Negan then Negan would win, but if you would put Woodbury against The Saviours then Woodbury would win.

I would definitely be more scared of the Governor to be honest. The Governor is just an insane creepy weirdo and then I feel like Negan is all talk. Obviously he is also dangerous but he has rules that kind of make sense which the Governor clearly doesn’t have. Who would you prefer to be in a dark room with is what me and my sister always say lmao. The Governor or Negan, I’d pick Negan everyday of the week just because I know I could probably have a conversation with the guy as apposed to being strung up, locked in a cage or tied to a chair. 😂
I'd fear the governor too, but only because I know he would come to me pretending to be friendly then next minute shoot me in the back. I don't know that I could trust him. At least Negan is upfront, brute strength. He's going to tell you what he will do, so its no surprises, and you can remain in his good graces, assuming you aren't that unfortunate first victim.

Just casually tell him all you know about the Governor and let him take a decision. Only say what you think if asked. Maybe offer to take out the guy on your own if you feel confident, he's a boss that likes initiative but doesn't like surprises. Had a couple like him. Stick to your job and voice any concerns but do nothing unless they give you the green light.

The sides Rick and Negan stand on aren't as opposite as you might like to believe. Rick and the gang murdered an entire outpost of Negan's men and then some--some in their sleep. When the cannibals killed so few, they were personally axed by the group. So now, Negan gets to send his own message against the actions of our group. All's fair.
The Governor was invincible though. He fucked up Merle & Rick and got out of a room full of zombies. Michonne had to stab him in the back to finally get rid of him.

In the comics Negan got his ass kicked by Jesus and a few others. Negan isn't that great 1 on 1. He's strong but he's not the strongest there is so if he plays out the same way he was in the comics (and he's much older and smaller physically in the show) then I can't see how he'd beat The TV Governor other than having more men. Governor was 2 seconds away from killing Rick before Michonne stabbed him from behind, he killed Merle, he took on about 3-4 walkers in a small pit with his barehands and won, when Andrea lead him in to that abandoned building when he was chasing after her he got surrounded by like 15-20 walkers and took them all on off screen and came out of it without even a scratch. The only guy I think would stand a chance against The Governor in a fight would have been Abraham and maybe Jesus if he ends up like his comic counterpart.

It depends upon how you're looking at it, right? If Negan's Army went toe to toe with Woodbury, then no doubt, Negan smashes Woodbury. If you put them head to head in who generated the most fear, then no doubt, Negan wins. If you put them head to head in who really commanded the screen more when they were on, then it's closer but Negan still wins. If you put them together as far as who did the more brutal things, still Negan takes it. But that's not how I would look at it. I would look at it from this angle: Imagine Negan joins Woodbury as an unknown. Imagine The Governor joins Negan's Army as an unknown. Who would be more likely to work their way to the top and overthrow the other? I think that it's pretty clearly the Governor. Negan is very smart, but he couldn't rise from nothing as part of Woodbury and take over. He's not good at keeping himself a secret. In fact he thrives on being bigger than life. It wouldn't take the Governor long to recognize the threat he's dealing with. In fact, the Governor was much better at spotting a threat than Negan is. Negan overlooked the danger of the communities he fucked with. He overlooked Rick, trying to subdue him and rule him instead, not recognizing the danger. He did this with many, relying on his pure brutality to keep people submissive. The Governor was aware of threats, was almost paranoid about them. He did underestimate the skill of Rick's crew or perhaps overestimated the skill of his own, but he still knew he had to eliminate them. They were too dangerous to let go. I think the Governor would be keeping close tabs on Negan in Woodbury and Negan wouldn't have made it too far up the ladder before he got put down. On the reverse token, Negan seems too slow in recognizing the threat of those he subdues, not just Rick's crew or the Hilltop or the Kingdom, but even among his own followers. He let Dwight's wife slip out, Dwight turned on him, he fell for Dwight's plot to set up the doctor and frame him, one of his wives slept with Mark, he fell for Sasha's plot, and he's got Eugene in his camp. Does anyone think that the super-charismatic and plotting Governor would be unable to bide his time and rise up in Negan's army? Does anyone think that the Governor could not arrange for an opportunity to depose Negan from within? People far less conniving than the Governor have tricked Negan. Plus, the Governor is highly unlikely to be scared into submission. He also has no important ties to others beyond his daughter and Tara's niece. He wouldn't allow them to get too close to Negan if he were working his way up and thus they'd unlikely be used against him... or wouldn't exist at all at this stage if we truly entertained this plotline. So head-to-head, I see the Governor beating Negan. Not Negan's Army vs. Woodbury, not hand to hand as neither would likely encounter the other in this way, but through sheer plotting and using their abilities to rule over the other... the Governor is greater. He is a greater threat. Negan cannot hide who he is. People know what they're dealing with when it comes to Negan. As fearsome as he is, he is a threat that one can expect to come and expect to act in predictably brutal ways. The Governmor is far craftier and sneakier. He knows how to misdirect and trick to far greater efficiency. The Governor is a more dangerous person than Negan IMO.

I'm saying that the Governor would have seen Negan as the threat he is. I don't think that was a situation where Negan would easily have taken over. Negan is larger than life, whereas the Governor didn't really show his true self to many people. He was more skilled at flying under the radar and building people's trust. The comparison is that Negan is kingshit and it's obvious to everyone that he is. The Governor is more subtle, arranging chess pieces how he saw fit to benefit his agenda. If someone as bold and big as Negan came to Woodbury, the Governor isn't going to miss that threat and would likely move on Negan before Negan became too powerful. On the reverse side, if the Governor was a part of Negan's Saviours, he'd likely be able to woo his way up the ladder much more easily than vice versa. And I am not talking about the comics. I am talking about the show only.
Governor was very charismatic and conniving. I could see him joining the Saviors and working his way up and becoming Negan's right-hand man. Governor would then just wait for an opportunity to kill Negan and take over the leadership of the Saviors. But then again, maybe Negan is good at reading people. Would he even trust someone like the Governor?

I’m Sorry but after watching the governors performance on the show vs negans on the show , I would say the governor feels way more terrifying to not wanna mess with especially if being alone with him just waiting for him to turn on you and easily get pissed to kill you as he does just getting unhinged around others. Guy can take over a group kill his own and make a new one and manipulate people he just met into getting what he wants for only himself and for pure evil . Dude goes far enough to bit a guys fingers off and stare at walkers heads is just crazy enough . Negan only felt scary when having a shit ton of people in a group that surrounds him to where no one could defend them self from him to where his people would quickly grab a hold of you and put you down for him to deal with you afterwards as he smiles for ig to be that easy when dealing with a new enemy . If it wasn’t for him having that kind of celebrity protection and the numbers in his group people wouldn’t easily fear him that much and would take more chances standing up to him to wanna start attacking and so forth. I know negans way worse overall in the comics over the governor than in the show but I would say the governor’s way worse theh negan just show wise . As what we’ve seen with the governor fighting he kicks ass with holding his own especially with one eye with all he’s done . Has his own music and everything . The name of the governors final episode with him dying was titled too far gone wich he was literally too far gone with how evil and lost of humanity he had become . They got negan still on the show being even lucky to be alive to have changed over time with this negan redemption ark story with him now being apart of the group and trying to be a better human being as the governor was a hand full wich he killed more of our people in ricks side then negan did . And considering the governor and negan from the comics are both villains, a lot of people are love hating negan compared to the governor people simply just hated him and got nervous and emotional in intense scene’s when he was about to do something to one of our characters . That’s the feeling you get when you see a villians performance on the show like the governor

Problem is Negan just has a ridiculous amount of manpower. Rick and co must have killed more than 40 of those guys at these point but their strength seems unchanged.

But Governor isn't afraid of risk. Negan never did anything brave, he always acts from relative safety. If it was 1v1, I'd bet on Governor because he'd be calculating. Negan would panic. But since it isn't 1v1, Negan would win because he'd use his men strategically more efficiently.

David was indeed a great Governor, it really annoys me that his character was SOOO tuned down. If they didn't tune him down and let him go all out, that would have been one hell of a memorable show David could've put on. Although he already did put on a great show, they took a huge shit on his character so there wasn't much he could do about it.
Juliet He was more psychotic in the comic. He raped and abused Michonne while keeping her locked in a warehouse for a week. He chopped off Rick's hand. This could've made him better.
Juliet In the comics, Rick, Glenn, and Michone go check out Woodbery, and Govenor is gonna either turn them into zombie food, or make them fight as gladiators. He ties up Michone and rapes her daily. He tells her that he's gonna keep her there until she figures out how to kill herself. He makes Glenn listen to him raping Michone, and he holds Rick down and cuts off his hand. The Woodbery sequence in the comic is much more terrifying and effective than in the show. Its especially good because its the first time that the group encounters dangerous people, and it happens much more abruptly. There's a really intense scene where Michone tortures Govenor. However, one of the very few things I think the show did better, was the way they handled the attack on the prison. In the comic, Govenor beheads Tyrese instead of Hershal, but he still kills Hershal and one of Hershals sons. Also, Govenor has Lori and Baby Judith shot to death
Sagiv Yaron on the plus side, He killed his own people when they ran away from the prison, his advisor Milton, and later his top man Martinez. He has killed Merle bare handed before giving him the bullet and he even fought Rick in combat, stuff he's not done in the comics though to be fair he was badly amputated by Michonne
The Governor in the comic was sadistic, smart, crazed and great. The one in the show made a good villain but it was so different and one dimensional. David Morrisey did great but near the end I was just waiting for him to die so we could have a new antagonist. Negans had a single episode and seems more fleshed out. He's smart yet insane, cold, calculating, brutal and everything you want in an antagonist. He's had one episode and I already love his character, and Jeffrey Dean Morgan is portraying him greatly.
You kidding? The comic version of the Governor was incredibly one dimensional and, for lack of a better term, comic-book-ish for a villain. I was half expecting him to start twirling his mustache whenever he said or did something terrible. The TV version wasn't just evil for the sake of being evil.
I agree, one dimensional is a descriptor of the comic book character, not the TV show. The TV show Gov was on a whole different level, psychotic, manipulative but a great leader. His arc in season 4 just added to this, almost making us pity him. Arguably no character in the series had this much depth.
This is quite honestly the most confusingly stupid comment I've heard anyone make about the show. It couldn't be any more the opposite. The TV Governor was probably the most complex character in the entire series. One of the best parts of the portrayal is that even when he tried his hardest to be a good man, he was too twisted, too paranoid, and too obsessive to maintain it. You absolutely empathize with him when he tries to start over, yet when he dies, you feel it's absolutely deserved. That's a hell of a villain.
The Governor is a combat-trained badass. Hell he kicked Rick's ass during the assault on the prison. Michonne had to finish him off. Negan can stand a chance, cause he's smarter and well-experienced with leading assholes into the fight. Hell he killed Abraham and Glenn with a barb-wired baseball bat. It's really hard to say in who would win. I think they'll just kill each other.
Negan has pure dominance, he knows how to keep people loyal to him, knows exactly what makes them tick and get them to do terrible things with them knowing it's terrible. All the Governor had was lies and a false face, and there's only so far they could take him. Nah, the Governor is capable of portraying the subdued role, he's done it before. Negan would never suspect him. And Negan doesn't tend to kill the leaders of other towns. He uses them. The Governor would play Negan until the time was right. You all know it.

Ik Gaming Well. I can't answer that until season 7 and we see Negan more in action. But that could be more interesting. But keep this in mind, much like Governor, Negan has a society that follows his commands. You don't earn that level of respect if you can't maintain order.

Instead of the boring story of "Fear the walking dead" I think a spin-off about gruops with leaders like the governor or Negan meeting and fighting each other should've been 10 times better
Negan has a lot more men then the Governor had. The Saviors are a huge group, if they had found Woodbury, they would have easily took them down and Negan would have forced the Governor to comply with his demands the same way the Saviors do to every other group they encounter.

Negan makes the Governor look like Mrs. Doubtfire I liked David Morrissey as the Governor. But Jeffrey Dean Morgan as Negan just takes the cake as the best villain ever.
I agree. The Governor has trouble occasionally convincing and keeping people working for him, whereas Negan is more than happy to prove at any point in time under any circumstance why he's the boss, to his success. The Saviors also wouldn't have any trouble putting the Governor's town under siege and forcing help from other factions around them by whatever means necessary, whereas most of the Governor's people are decent folks who wouldn't want to willingly hurt others. Negan would also probably have no trouble in a 1v1 with the Governor since he can efficiently use guns as well as melee weapons and tools used for torture, in addition to being more physically powerful.
No way, Governor Philip was a BEAST. The guy thrashed Merle (granted, Merle was ambushed beforehand) tore a zombie's throat out with his fingers, and almost killed Rick in hand to hand combat with ease. Negan may be smarter and his army was definitely larger, but in a one on one fight Negan wouldn't stand a chance.
Governor was better, no way around it, cause he had tactics, plans, and looked out for his group and only his group and he did so effectively and ferociously. Negan tries to take over or use other groups or keep them at bay or turned down a few notches, he thought he could do that forever and keep doing it with more groups and more people but ultimately he just organized an army against himself and his group and now hes reduced to nothing. Even before he was taken down, he was useless in the long run because in a one on one encounter with most anyone, Negan can be kept down or away or matched or even defeated. The Governor, however, came awfully close to killing Rick even though Rick got the first punch in and had the upper hand for the first half, and if it weren't for Michonne, Rick would have died and Governor might still be around.
idk I think the governor would be a bigger challenge for Negan than you think. They are both smart and fearless, but yes Negan would ultimately win because The Governor is a psychopath and therefore has clouded judgment. His final attack on the prison he made seem like he wanted the prison but really all he wanted was revenge which is why Michonne was able to kill him while he was choking Rick
The governor had a tank+military vehicles with about 30-50 soldiers. Negan has about 200 soldiers with the majority having weapons. If Woodbury can use the tank efficiently than they should have a good chance of winning. Especially if they attack Negan's outpost and catch them by surprise like they did to Rick at the prison.
Governor : you know simon? We had a little settlement but he is alive. We can help everybody. Negan : *turns around to the saviours and devil smile with his luccile in his shoulder.* The saviours : We found you. Governor : yea, I found you too with a nice voice and shot negan to the heart. Woodbury soldiers : fires every saviours from the grass. The end.
That wouldnt of ever happened, as soon as negan's body Hit the floor, the governors head would have been blown off his shoulders, and so would every person in Woodbury

I remember that Negan got his neck stabbed and he Still kept on fighting, and even won. Also, in the newer episodes, he managed to keep freshly-deceased Walkers at bay with nothing but his hands, and he managed himself well in a gunfight.

Yeah, Gov and Merle vs Negan and Simon would be a cool fight to watch. I still think gov would've lost though if he came across Negan and his men, especially since he could make the governor's people see who he really is if he were to treat them like he did with Rick and his crew. The governor would sacrifice any one of his people without hesitation to stay alive in that situation, which would probably make his group lose some trust in him. Without a leader that's trustworthy it'd all come crashin down sooner or later anyway.

I'd fear the governor too, but only because I know he would come to me pretending to be friendly then next minute shoot me in the back. I don't know that I could trust him. At least Negan is upfront, brute strength. He's going to tell you what he will do, so its no surprises, and you can remain in his good graces, assuming you aren't that unfortunate first victim.

In the comics Negan got his ass kicked by Jesus and a few others. Negan isn't that great 1 on 1. He's strong but he's not the strongest there is so if he plays out the same way he was in the comics (and he's much older and smaller physically in the show) then I can't see how he'd beat The TV Governor other than having more men. Governor was 2 seconds away from killing Rick before Michonne stabbed him from behind, he killed Merle, he took on about 3-4 walkers in a small pit with his barehands and won, when Andrea lead him in to that abandoned building when he was chasing after her he got surrounded by like 15-20 walkers and took them all on off screen and came out of it without even a scratch. The only guy I think would stand a chance against The Governor in a fight would have been Abraham and maybe Jesus if he ends up like his comic counterpart.

In the comics Negan was a far better fighter than the Gov. They gave the Governor a CQC buff in the show but they might also do the same for Negan.

It depends upon how you're looking at it, right?
If Negan's Army went toe to toe with Woodbury, then no doubt, Negan smashes Woodbury. If you put them head to head in who generated the most fear, then no doubt, Negan wins. If you put them head to head in who really commanded the screen more when they were on, then it's closer but Negan still wins. If you put them together as far as who did the more brutal things, still Negan takes it.
But that's not how I would look at it. I would look at it from this angle: Imagine Negan joins Woodbury as an unknown. Imagine The Governor joins Negan's Army as an unknown. Who would be more likely to work their way to the top and overthrow the other?
I think that it's pretty clearly the Governor. Negan is very smart, but he couldn't rise from nothing as part of Woodbury and take over. He's not good at keeping himself a secret. In fact he thrives on being bigger than life. It wouldn't take the Governor long to recognize the threat he's dealing with. In fact, the Governor was much better at spotting a threat than Negan is. Negan overlooked the danger of the communities he fucked with. He overlooked Rick, trying to subdue him and rule him instead, not recognizing the danger. He did this with many, relying on his pure brutality to keep people submissive.
The Governor was aware of threats, was almost paranoid about them. He did underestimate the skill of Rick's crew or perhaps overestimated the skill of his own, but he still knew he had to eliminate them. They were too dangerous to let go. I think the Governor would be keeping close tabs on Negan in Woodbury and Negan wouldn't have made it too far up the ladder before he got put down.
On the reverse token, Negan seems too slow in recognizing the threat of those he subdues, not just Rick's crew or the Hilltop or the Kingdom, but even among his own followers. He let Dwight's wife slip out, Dwight turned on him, he fell for Dwight's plot to set up the doctor and frame him, one of his wives slept with Mark, he fell for Sasha's plot, and he's got Eugene in his camp.
Does anyone think that the super-charismatic and plotting Governor would be unable to bide his time and rise up in Negan's army? Does anyone think that the Governor could not arrange for an opportunity to depose Negan from within? People far less conniving than the Governor have tricked Negan. Plus, the Governor is highly unlikely to be scared into submission. He also has no important ties to others beyond his daughter and Tara's niece. He wouldn't allow them to get too close to Negan if he were working his way up and thus they'd unlikely be used against him... or wouldn't exist at all at this stage if we truly entertained this plotline.
So head-to-head, I see the Governor beating Negan. Not Negan's Army vs. Woodbury, not hand to hand as neither would likely encounter the other in this way, but through sheer plotting and using their abilities to rule over the other... the Governor is greater. He is a greater threat. Negan cannot hide who he is. People know what they're dealing with when it comes to Negan. As fearsome as he is, he is a threat that one can expect to come and expect to act in predictably brutal ways. The Governmor is far craftier and sneakier. He knows how to misdirect and trick to far greater efficiency.
The Governor is a more dangerous person than Negan IMO.

I'm saying that the Governor would have seen Negan as the threat he is. I don't think that was a situation where Negan would easily have taken over. Negan is larger than life, whereas the Governor didn't really show his true self to many people. He was more skilled at flying under the radar and building people's trust. The comparison is that Negan is kingshit and it's obvious to everyone that he is. The Governor is more subtle, arranging chess pieces how he saw fit to benefit his agenda. If someone as bold and big as Negan came to Woodbury, the Governor isn't going to miss that threat and would likely move on Negan before Negan became too powerful. On the reverse side, if the Governor was a part of Negan's Saviours, he'd likely be able to woo his way up the ladder much more easily than vice versa.
And I am not talking about the comics. I am talking about the show only.

Sorry but after watching the governors performance on the show vs negans on the show , I would say the governor feels way more terrifying to not wanna mess with especially if being alone with him just waiting for him to turn on you and easily get pissed to kill you as he does just getting unhinged around others. Guy can take over a group kill his own and make a new one and manipulate people he just met into getting what he wants for only himself and for pure evil . Dude goes far enough to bit a guys fingers off and stare at walkers heads is just crazy enough . Negan only felt scary when having a shit ton of people in a group that surrounds him to where no one could defend them self from him to where his people would quickly grab a hold of you and put you down for him to deal with you afterwards as he smiles for ig to be that easy when dealing with a new enemy . If it wasn’t for him having that kind of celebrity protection and the numbers in his group people wouldn’t easily fear him that much and would take more chances standing up to him to wanna start attacking and so forth. I know negans way worse overall in the comics over the governor than in the show but I would say the governor’s way worse theh negan just show wise . As what we’ve seen with the governor fighting he kicks ass with holding his own especially with one eye with all he’s done . Has his own music and everything . The name of the governors final episode with him dying was titled too far gone wich he was literally too far gone with how evil and lost of humanity he had become . If they didn't tune him down and let him go all out, that would have been one hell of a memorable show David could've put on. Juliet In the comics, Rick, Glenn, and Michone go check out Woodbery, and Govenor is gonna either turn them into zombie food, or make them fight as gladiators. He ties up Michone and rapes her daily. He tells her that he's gonna keep her there until she figures out how to kill herself. He makes Glenn listen to him raping Michone, and he holds Rick down and cuts off his hand. The Woodbery sequence in the comic is much more terrifying and effective than in the show. Its especially good because its the first time that the group encounters dangerous people, and it happens much more abruptly. There's a really intense scene where Michone tortures Govenor.
However, one of the very few things I think the show did better, was the way they handled the attack on the prison. In the comic, Govenor beheads Tyrese instead of Hershal, but he still kills Hershal and one of Hershals sons.
Also, Govenor has Lori and Baby Judith shot to death

The Governor in the comic was sadistic, smart, crazed and great. The one in the show made a good villain but it was so different and one dimensional. David Morrisey did great but near the end I was just waiting for him to die so we could have a new antagonist.
Negans had a single episode and seems more fleshed out. He's smart yet insane, cold, calculating, brutal and everything you want in an antagonist. He's had one episode and I already love his character, and Jeffrey Dean Morgan is portraying him greatly.

I agree, one dimensional is a descriptor of the comic book character, not the TV show. The TV show Gov was on a whole different level, psychotic, manipulative but a great leader. His arc in season 4 just added to this, almost making us pity him. Arguably no character in the series had this much depth.

This is quite honestly the most confusingly stupid comment I've heard anyone make about the show. It couldn't be any more the opposite. The TV Governor was probably the most complex character in the entire series. One of the best parts of the portrayal is that even when he tried his hardest to be a good man, he was too twisted, too paranoid, and too obsessive to maintain it. You absolutely empathize with him when he tries to start over, yet when he dies, you feel it's absolutely deserved. That's a hell of a villain.
The Governor is a combat-trained badass. Hell he kicked Rick's ass during the assault on the prison. Michonne had to finish him off. Negan can stand a chance, cause he's smarter and well-experienced with leading assholes into the fight. Hell he killed Abraham and Glenn with a barb-wired baseball bat. It's really hard to say in who would win. I think they'll just kill each other.

Negan has a lot more men then the Governor had. The Saviors are a huge group, if they had found Woodbury, they would have easily took them down and Negan would have forced the Governor to comply with his demands the same way the Saviors do to every other group they encounter.

The Governor has trouble occasionally convincing and keeping people working for him, whereas Negan is more than happy to prove at any point in time under any circumstance why he's the boss, to his success. The Saviors also wouldn't have any trouble putting the Governor's town under siege and forcing help from other factions around them by whatever means necessary, whereas most of the Governor's people are decent folks who wouldn't want to willingly hurt others. Negan would also probably have no trouble in a 1v1 with the Governor since he can efficiently use guns as well as melee weapons and tools used for torture, in addition to being more physically powerful.
No way, Governor Philip was a BEAST. The guy thrashed Merle (granted, Merle was ambushed beforehand) tore a zombie's throat out with his fingers, and almost killed Rick in hand to hand combat with ease. Negan may be smarter and his army was definitely larger, but in a one on one fight Negan wouldn't stand a chance.
That shouldn't even be a question. Negan did more in 2 episodes than the Governor did full stop.
Governor was better, no way around it, cause he had tactics, plans, and looked out for his group and only his group and he did so effectively and ferociously. Negan tries to take over or use other groups or keep them at bay or turned down a few notches, he thought he could do that forever and keep doing it with more groups and more people but ultimately he just organized an army against himself and his group and now hes reduced to nothing. Even before he was taken down, he was useless in the long run because in a one on one encounter with most anyone, Negan can be kept down or away or matched or even defeated. The Governor, however, came awfully close to killing Rick even though Rick got the first punch in and had the upper hand for the first half, and if it weren't for Michonne, Rick would have died and Governor might still be around.
idk I think the governor would be a bigger challenge for Negan than you think. They are both smart and fearless, but yes Negan would ultimately win because The Governor is a psychopath and therefore has clouded judgment. His final attack on the prison he made seem like he wanted the prison but really all he wanted was revenge which is why Michonne was able to kill him while he was choking Rick

The governor had a tank+military vehicles with about 30-50 soldiers. Negan has about 200 soldiers with the majority having weapons.
If Woodbury can use the tank efficiently than they should have a good chance of winning. Especially if they attack Negan's outpost and catch them by surprise like they did to Rick at the prison.
The tank came in season 4, after Woodbury.

I remember that Negan got his neck stabbed and he Still kept on fighting, and even won. Also, in the newer episodes, he managed to keep freshly-deceased Walkers at bay with nothing but his hands, and he managed himself well in a gunfight.

I think if they were to somehow cross paths in an alternate universe, The Governor would put up a good brief fight but would eventually lose and end up just being another puppet for Negan. Maybe even one of his lieutenants in time.
