Building infrastructure, free hand to security forces against terrorists and cracking down on terror funding.Hit the separatist leaders where it hurts most, freeze their assets. 70 years of indecision has created generations of anti India feeling, will take time to erode. Develop Jammu and Ladakh so much that Kashmiris feel jealous. Economic downturn in Pakistan is a blessing for India and the Kashmir issue.
The problem in Kashmir is pakistan, situation in Kashmir can be solved by dividing pakistan into multiple pieces. And notice that Ladakh , Jammu are peaceful ,i.e., 80 % of the state is peaceful.

Kashmiri muslims can be silenced by neglecting and marginalizing them as the BJP govt has marginalized Pakistan. Kashmiri tourist Industry is dependent on the Europeans and Gulf muslims, they don't need Hindu tourists to sustain their economy. They see army and Hindu visitors as hindrances to their aspirations. Even a small child is taught to hate Hindus and army. Kashmiri muslims can be good only in graves.
How you speak somewhat defines what you are. If the real intent of the speech was a good one, I wouldn't have raised this issue. I used to say right after every sentence a lot, like this one, till my advisor corrected me. I realised it reveals a deeper lack of confidence in what you're saying. For pseudo intellectuals like this guy, to become real a intellectual, a lot of work still needs to be done. How he talks reveal how far he still needs to excercise the thing inside his skull.
