In case you're still trying to get it... check this one: th-cam.com/video/Lnwi31EZNV4/w-d-xo.html way faster way :) took like 1-2 hours to get to level 14 even after finishing the game.
I farmed mine like this .. i went to a base with lots of destructible stuff , killed some black hand so i get the x2 on the chaos bar and blow shit up .. Felt that was easier this way

Full of shit Helicopters do not arrive neither do the boats at any locations after the entire map is liberated so maybe you ppl should post actual working 100% methods

Can confirm this is the best location. Got from 13 to 14 pretty fast. The sea is your answer, just survive as much as you can in the warship. Cheers!

Doesnt work anymore. They send two patrol vessels and lose you, once you destroyed them
Curious, how bad is the grind if you have the 3 expansions? I imagine that helps you level up a level or two more before needing to grind?

Do you still get new squads when you level 14?
You should have all the squads you need because some places are free to invade
You only need about level 8 to capture every province
Does this work even if you ve already conquered/freed the whole map (this harbour base)?
