I understand your Nazgûl search rating! The effect really can swing a game, I feel like it lost so many points in my rating due to just being a dead card when they’re in Mordor and Strider as guide making it only a slight inconvenience.
The bummer about the red tile cards and the blue tile cards is that they will almost always be played for the event. I think the game would be improved if they had a combat effect that was so tempting that players would often use them for combat instead. But alas, I've never seen one used for its combat effect in any of my games.
