Two that I would add to this list: Ingrid Bergman and Christie Brinkley, both fluent in French. Bergman BTW was a true polyglot. She was fluent enough to not just converse in Swedish, English, German, Italian, and French but also to professionally act in all these languages.

Totally agree that Jodie Foster's French was as good as I've ever heard. I'd have to give Diane Kruger and Audrey Hepburn very honourable mentions. I wasn't impressed with Bradley Cooper's French. I'd call it serviceable -ie, good, but nowhere near accentless.
Audrey Hepburn was not American, she was actually born in Brussels, Belgium. Her mother was Dutch and her father was British, so she grew up Belgium (where she learned French), then she studied in the UK and then moved to the Netherlands. Besides her native Dutch and English, she spoke French, German, Italian and Spanish 😉

Two years of any language was required at my US high school and then if you wanted to continue thereafter it was an elective. And yes, I took Spanish but I stopped after two because I was just that bad at it. I wish there were subtitles so I could figure out what everyone was saying.
Years ago (I’m talking 50 years) French was the language taught in American public schools but it has been superseded by Spanish. I was a dweeb who took Latin 🥸

Certain ones should be left out - sauf Jodie Foster, Timothée Chalamet & Diane Kruger - if you speak broken and/or basic French only (substitute any other language as people have a strong tendency to include any language as one of their spoken ones at that level these days) with a very strong accent, is that really speaking the language (I love Bradley Cooper, but saying he 'mastered' French would be a gross overestimation - well, while still being a lot better than most others on the list)?

Jodie Foster doesn't speak French, she masters the language. Diane Kruger's French is much better than Bradley Cooper, even though he is pretty good. Chalamet is not as good as Jodie, but excellent. Audrey Hepburn, impressive level.

Robert Downey Jr. also knows at least quite a bit of French. He needed to learn it for some of his lines in the first two Sherlock Holmes movies.
He just learnt a few sentences in French. I saw his French scenes and his accent was awful. He almost sounded like a German.

In Canada, it is a requirement to have french classes in school. In the USA, i think its Spanish
