I think that the main boss theme is more menacing and serious, while the miniboss is less serious and more like a normal street fight, while the main boss is where you get to fight you nemesis, wich is why it is more serious.
Sonic DVD had been cancelled some days ago. Duke Of Palettes talked about it on his twitter. And right now, I'm not sure about the status of the Sonic Chaos Remake. You'll have to ask A+Start.
