Hearing team maniax made soul hackers 2 is weirdly satisfying in a way. A couple years ago i wrote a review for soul hackers 2. At the time, due to how P4G, P3P, and P5R were all hitting steam around the time it came out, i wrote it felt like it was made by whoever else was in the office not busy with persona PC ports. Hearing it actually whoever wasnt busy with SMT5 is mind numbing that i was right, if not just a little off the mark.

Team maniax is a name used for the developer team in the japanese promotion of some games, namely Nocturne Maniax, Raidou and IV, in particular games that have Kazuyuki Yamai as the director. To my knowledge non of the recent atlus games have used that name for their developer teams (in particular V and SH2), neither have any of the other games they made like etrian odyssey. Before the Maniax version of Nocturne I'm pretty certain the name didn't exist, they called themselves Maniax because that was the first game they made. I wonder why some people still use that name for that studio, I think it's because of wikipedia.
Essentially, it's how a lot of modern game companies operate based on what I know. Since development gets more expensive and the scales of games get larger, sustainability issues aside, there pretty much have to be multiple teams working on different games for most companies to put out more than 1 game every 3-5 years.
While this is true I would say that most of the younger talent and workers get moved around a lot. The director and producers and head programmers stay on the same team though.
The animes themselves are outsourced to animation studios. The idea probably comes from corporate Atlus or even Sega but not from the development teams themselves.
Does Atlus own Vanillaware or just publish for them? I always thought they were a part of Atlus, but then when Unicorn Overlord came out, it was stated that Atlus wanted a PC port but Vanillaware said they wouldn't do it. If Atlus owned them, couldn't they just make them do it, or at least commission a porting to studio to make the ports? Why is Vanillaware the only Atlus studio that refuses to allow its games on PC? It's just weird.
Vanillaware is not owned by Atlus. Atlus just publishes for them. If they were under Atlus/Sega then it's more likely they would have the final say but I wouldn't know for sure.
Atlus is a publisher for Vanillaware but they aren't under Atlus. That said you will find the two associated with each other more often than not in recent years.
Instead of harassing the developers, maybe blame the executives, who clearly pushed the game’s release. The fact that Soul Hackers 2 got an update that added sprinting and faster battle speed three months after the game intially released should tell you everything about how rushed the development of that game was. You can tell the developers really cared about this game, but were not given enough funds and time to see their vision through.

Maniax wasnt soul hackers 2, the tms team is seperate from the main team, SH2 was headed by the EO division
