its the volume of 1 bag cement..(1bag cement=50kg in weight & 0.035m3 in volume)
1 bag of cement = 50 kg.. density of cement = 1440 kg/m3 .... therefore.. 50kg divided by 1440 kg/m3 is equal to .035 m3
