Yep, Goku's base power never increases due to Super Saiyan God's power. Goku's base power in the manga increases, but doesn't increase to the levels of super saiyan god.
People misunderstood the whole Goku absorbed SSG power. Goku does have the power of SSG absorbed that's how he is able to turn Blue, he takes the power of SSG and mixes it with SSJ to turn blue. When Goku fought Frieza in ROF he was using the Power of Super Saiyan God, so when he turned SSJ, it became SSB. Which is why later in the T.O.P Frieza is shown comperable to SSG Goku rather than Base Goku. Black Brought this concept back as a Saiyan using the power of God mixing it with his own SSJ form to make Rose. In the anime at least. They simply learned that using SSG is better than ditching it as the original plan back in 2013 was for Goku to no longer transform to SSG and just have all that power accessed in Base ( Saiyan beyond God ) and once he turns SSJ it becomes SSB. This is shown in the interviews with Toriyama back in 2013.

Ssjgod couldn't land a single hit on beerus and completely out-classed and admitted that even ssjgod can't beat beerus. 0:34 ssjgod goku couldn't even flinch beerus like immoveable object while impact from ssjblue vegeta's punch actually shook beerus's hand little bit shows the difference.
