@@KingAnime101not necessarily. The manga just followed more closely to what Ultra Instinct is as a concept rather than making it more epic as a power-up. It really depends on if you prefer for more grandios and epic transformations or for transformations to make narrative sense.
Goku never mastered it in either as he couldn't use the complete form at will until 2 arcs later. Goku didn't master Super Saiyan until the Cell Saga of Z and that was after he learned how to use it at will.
